It was feared they would be in the second tier when the draw is made in Cape Town on December 4.
But the FA is now confident they will be in the elite grouping.
The criteria for the seeding arrangement is yet to be revealed but it is believed to be similar to the last two tournaments.
Results at the last two Cups, plus the current world ranking and a FIFA co-efficient have decided the seedings in past finals.
England are ranked seventh in the world under Capello and reached the final eight in Germany and at World Cup 2002.
The only black spot is their failure to qualify for Euro 2008.
But FA experts are confident England willl be ranked alongside the likes of Spain, Italy and Brazil.

It's the only way we are gonna get anywhere in this World Cup .. we don't want another "Group Of Death" .. lets play the big boys in the latter stages.
