The former Chelsea manager was this week offered the chance to take charge of the Czech Republic but told them he would only consider combining the role with a club job.
Grant was mentioned as a successor to Tony Adams at Portsmouth earlier this season but it is believed the players wanted a different man.
Pompey are set to lose a large chunk of their squad this summer and believe that a new set of personnel would be willing to accept Grant as boss.
The Israeli has said he want to return to the Premier League where he guided Chelsea to a runners-up spot as well as taking them to the Champions League final last year. The 53-year-old has told friends he is considering if Pompey is the right move for him - despite serving as Director of Football at Fratton Park two seasons ago.
Grant, who for four years from 2002 also enjoyed relative success managing the Israeli national side as its youngest ever coach, revealed: "I was offered the job to coach the Czech Republic.
"It's a very interesting role but I set one clear condition - that I would be allowed to coach a club at the same time.
"I can't deal again with work that is only done every few weeks or months."
Portsmouth have Paul Hart in caretaker charge and look like pulling clear of relegation.

well there will be no Krancjar, Distin, James, Campbell, Crouch or Johnson next season so its his job to replace them with players that want to play for Pompey FC.
