Villarreal will try to capitalise on the uncertainty at Portsmouth by making a bid for the former England defender.
The centre-half is one of the Pompey players most concerned about the exit of Harry Redknapp and the club's future.
And Campbell, 34, has always fancied the idea of a spell abroad to end his glittering career.
Villarreal were eyeing up Campbell last season but put a move on ice.
But they have suffered central defensive problems when without one of their first-choice pair of Argentine Gonzalo Rodriguez and Uruguay star Diego Godin. Campbell intends to play at the top for another two seasons after this.
His contract expires at the end of the season and he is free to talk to other clubs in January.
That means Villarreal can get him with a cut-price bid of around £1m.
After lifting the FA Cup last season, Campbell began this campaign with high hopes for Portsmouth, claiming they could even sneak into the top four.
He also spoke of the need for a new training ground and stadium. But those ambitions seem distant after Redknapp's Spurs switch and as the cash crunch bites.
