The Spain Under-21 international impressed Moyes during Everton's recent 5-0 Europa League thrashing at the Stadium of Light in Lisbon.
Garcia, 22, joined the Portuguese club from Real Madrid - where he came through the youth team - last summer for £7million but is now valued at around twice that amount.
Everton hope to attract new investment into Goodison Park before the end of the season and that could put them in a position to make a bid for the defensive midfielder.
Moyes has asked his scouts to keep an eye on Garcia, who two years ago was being monitored by rivals Liverpool, for the rest of the season.
Garcia signed a five-year deal with Benfica in the summer but is ambitious to test himself in a bigger European league.

Benfica are what Celtic are to the Scottish league. They are bound to have high statistics being one of the only few decent clubs and they are expected to have such high support. Everton though are one of the most respected clubs in England and have a magnificent history.

Benfica is not only big in Portugal... maybe mr.steve is a little short on history. Benfica have won 31 national leagues, 24 national cups, won EC twice, 5 times defeated in final, one Uefa cup final, worldwide supporters are +- 7million, ginness book record 200.000 paying members... and still some guys wanting to compare this World Level Club to a mid-table english team. Everton bigger? only in your dreams....

Luke just because Benfica are big in Portugal, probably one of only about 3 decent teams in a very poor league, it doesn't make them a bigger club than Everton. Hopefully Everton find the cash to sign him.

Everton constantly struggle to fund new signings. It would be interesting to see what David Moyes could do with the kind of investment that other clubs around him have available.
Despite this handicap, Everton & Moyes always seem to finish around the top 6, an incredible achievement for a side with more character than cash.
Meanwhile, across the other side of Stanley Park we are treated to the usual sight of LFC struggling to achieve in the premier league, despite the hundreds of millions that has been invested in the team.
It's a sad to see a side that has done so much in the past, slip into decline despite the huge investment in the club. Leeds United comes to mind! We can only hope that the once great LFC don't go the same way. Shankly must be weeping tears of frustration in footballing heaven.
