The troubled outfit hope City boss Mark Hughes will allow the pair to go to Fratton Park on loan with a view to making the moves permanent in January when major funds will be more readily available.
Pompey's new owner Sulamain al Fahim is hopeful his close relations with City's Abu Dhabi owners can also prove crucial.
It is understood striker Benjani, 31, would welcome a return to his former stomping ground.
He was a firm favourite with the South Coast club's fans before his £4m move to Eastlands 18 months ago.
Ben Haim has failed to make the grade with City after a £5m switch from Chelsea last summer.
And the 27-year-old has fallen even further down the defensive pecking order following the £24m arrival of England star Joleon Lescott from Everton.
Benjani and Ben Haim are high earners at City, who are willing to take a decent financial hit to trim their squad numbers after a summer of high spending.

Benji is a good striker, he could even be more effective that than the ever running-for-nothing Tervez. I pity Mark Hughes if he lets Benji go. he doesen't know what he is losing. Anyway, you never know wat you have until you lose it!

pompey fans want nothing more than to see benji back in one of our shirts, we loved him we sang his name, he should never have been sold, come on home benji. Man city thought they had a good player when they brought him. but they didn,t make him welcome or happy. city fans don,t really care about there players, only there position in the tables.

I see Al Fahim still thinks he has good relations with the Abu Dhabi UG, when he was actually told to get lost after embarrassing Sheikh Mansour with his vulgar and idiotic boasts on the day of the takeover. He has had severe setbacks with his property speculations, and is not exactly popular over there. City fans would argue that foisting these two clumsy second-rate players on Pompey is not going to help them at all. Still they are all the club can afford, after al Fahim has made such a mess of his takeover. Their fans deserve better.

Glad to see this news as a Pompey fan, Benjani should never of been allowed to leave! We love him down here, come home Benji!!! A Player who loves the Club and was 110% comitted. Ben Haim is a decent buy as we are light in the defensive department now Distin's gone to Everton.
