
The Blues are furious that Hughes openly spoke about his pursuit of the England skipper - even spelling out why Terry should sign on at Eastlands.
JT, who will be offered a new £150,000-a- week deal to convince him to stay at Stamford Bridge, has been the subject of two City bids.
Chelsea say Terry will snub City's advances and confirm his future is at Stamford Bridge very shortly. But the Blues are still considering reporting the Eastlands club.
A source said: "The way Hughes has openly talked about wanting Terry to sign for him is totally out of order.
"Other teams have been punished for a lot less - so Hughes could find himself in a lot of trouble."
While Chelsea chiefs appear confident their captain will stay, Terry is still torn between staying and joining Mark Hughes.
It is understood that the defender is not interested in the money but is far more concerned by the direction the club are taking.
Chelsea have failed to capture a number of big-name signings this summer - including Spanish hitman David Villa and French midfielder Franck Ribery - and only this week pulled out of a deal for Arsenal strike star Emmanuel Adebayor.
Terry earns £125,000 a week - around £10,000 less than England team-mate Frank Lampard - but will become the club's top earner if he decides to accept the package.

What a bunch of ignoramus some of you are. Learn to compose in proper English would you. Use actual words and show us that you possess some intelligence and then maybe we would consider your opinion to have some validity. Even though I am a City fan, I don't think City will break into the top four this season. If they do it, fantastic. If they finish 5th or 6th, that is a step forward. The owners better take that as a positive and continue their support of Hughes. I can see City challenging for the top spot but not quite winning a top four spot. They may even push those top teams in head to head matches but I think the team needs time to gel/settle in. Maybe MH will prove me wrong and show that he can manage all of these ego's in the first season but I think the squad will need time to settle out and they do break into the top 4. I will be ecstatic. I like the quality of players they are after and have secured but enough of the strikers already. Give us a couple solid defensive signings and call it an end now. BTW, Hughes played mainly youth academy kids, reserves and injury returning players against Orlando. Get over it. It is preseason. come on JT, join the City Revolution! Put a lot of cash in your pocket at the same time too.... :-P

CHELSEA are set to report Manchester City boss Mark Hughes to the Premier League for 'tapping up' John Terry. And? What exactly are the FA going to do about it? Man City have just become so powerful as a club in English football the FA will treat them with kid gloves just as they did Chelsea when they started flouting rules here and there. the same way they do with Ferguson and the same way they do with Wenger.
This is a bit rich (excuse the pun) from Chelsea considering their blatent bully boy approach to signing players over the past few seasons. The real problem here is the inbalance that these new owners and all their cash is creating coupled with a completly unfair distrubution of monies from TV etc.
I hope that the new owners of Man City don't wreck the club in the same way that Chelsea have been ruined. The bubble is busting at Chelsea because of the speed in which it was inflated. They are not a Barcelona, or a Man Utd, Liverpool, Arsenal or even a West Ham. They are a club who went from A to Z and missed out all the letters in between. I have always liked Man City as a club. The poor relations of the city but with the much better supporters. I hope all this cash doesn't distance the fans from the club. I wonder how much say Mark Hughs actually has at the club already. At Arsenal we have Usmanov desperate to take control of the club. As a child from the sixties I hope we resist his cash and try to opperate on a money in money out basis.

I remember when Abromovich took over and as a City fan I thought it was great for football that a club at last could compete with heavyweights of Europe and wished them well...

I see by most of the comments on here that the city fans are showing their true colours at long last. Their arrogance and dismissive nature of other clubs is astounding already - and they haven't even won anything yet. Just imagine how bad they'll be if they actually win anything.
Just remember, city fans, your club is fast becoming everything you've always told us you despise about your red neighbours.
And as for having a great youth system - city's has always been overrated anyway. Its one thing producing players that are capable of holding a place in a mid-table team, but it's a lot harder to blood new players when your team is challenging for the title and those players need to be of a higher quality than those city usually produce. How many of the players city have produced have been 'world class'? Already, two players that were thought to be part of city's future before the new owners arrived, Sturridge and Evans, have now left and been replaced by better quality strikers. So city's youth system, another thing their fans have always crowed about, will probably fall by the wayside as they buy better and better player. But judging by most city fans comments they couldn't give a monkeys as long as they have success.

Unless you hear a complaint from CFC then no point in commenting. The whole point of City bid is not recognised. It has as its first priority the intension of showing that they are are the new power in the EPL. That would be demonstrated by taking the captain of one of the clubs who they wish to overtake. As a Chelsea stalwart of fourty years I can say that when your club wins the lottery and competes with the big boys the only down side is the rubbish jealous fans of other clubs come out with and the glory hunters who start following your team.
Why the City owners decided to buy another club in the Manchester is a bit baffling but it does mean that ten years from now Utd will be the other club in Manchester with history but no future. Just like Arsenal in London. The only way football will get back to being a fans game will be is salary capping is introduced.

Regardless of Chelsea's past 'tapping up' issues, 2 wrongs do not make a right - Chelsea have been punished before, and so should City if Hughes tapped up John Terry illegally on holiday or wherever it may have been.
Manchester City should stick to buying some more strikers, it's what they're good at.
PS City will not break top 4 next year, not with their useless squad and lack of quality at the back.

As a Mancunian living in B'ham I really hoped that both City and Villa could break the self perpetuating top four. Unfortunatley for you Martin O'Neil doesn't seem to want to strenghten his paper thin squad. Instead he'd rather see his best players leave to rival clubs, Ashley Young is next by the looks of things. The only way any club outside the top four is going to progress is to spend a shed load of money cos thats the only way of attracting top players when you're not in champs league. O'Neil hasn't worked that out yet and consequently you're on your way back to mid table mediocrity if things don't change.
Oh and as for home grown talent what about Richards, Onuha, Ireland, Wright Philips and Weiss.

John terry would be STUPID to leave chelsea (the club that is normally fighting for 4 trophies come January, and where he has been there for over a decade) and is adored by the chelsea club and the fans. Considering he is 28, he probably will never be able to play in champions league and Man City will not be able to break into UEFA cup let alone the top 4.... He would quite simple risk too much leaving for a club only for financial reasons - his england captaincy as well.
2. Stop living in a dream world that you would be playing in champions leage in 10/11 season. You are a club that escaped from the jaws of relegation 2 seasons ago. AND YOU HAVE THE AUDACITY to compare yourself with chelsea? :-) When Abramovich took over, we were in top-4 already and were playing in champions leage... we had a fantastic squad! whereas you have had players like ... BARTON... lol... I REST MY CASE!

Citeh may be the moneybags club in town now biut let's face it what world class players have they really signed? Barry, Santa Cruz possibly Tevez & Adebeyour who by the way only a few months back signed a new contract with Arsenal - such loyalty and whoever they sign money doesn't guarantee you success Chelsea had a fantstic manager in Mourinho who blended all the new guys into a team - will Hughes be able to do that?

Hilarious comments re-SWP being benched for 2 years. He was benched because he was not good enough. He was given many opportunities and failed to deliver at the highest level. It didnt work out for him. By the time City hit top 4 consistently, he wont be anything like 1st choice...

I'm a Chelsea fan and i won't mind seeing Terry sold for nothing less than £45M and at the same time it would only take Man City 4 months before sending Mark Hughes to the DSS office with his P45. For your information, the signing of Terry would pave the way for the arrival of Jose Mourinho back to the premiership to manage Man City.

As a city fan i have mixed feeling - Terry is synonomous with Chelsea and as a football fan i think what maes the game so fascinating are the great plauers of other teams - Terry being one so it would probably be good for football for him to stay put - BUT i will never ever fogive Chelski in the manner they took SWP from ourselves all those yeras ago a player worshipped by the city fans a players who had been at City most of his life a player we all thought was City through and through (getting the picture) but no you offered a big fat pay check to city and an ever bigger salary to SWP and he was gone in 24 hours and guess what you benched him for 2 years - so if Terry does indeed come i wont be too sad but rest assured Chelsji fans we wont bench him - not nice is it being financially out muscled

If the report that CFC are serious about reporting City for tapping up this can only add to the doubts of him actually staying. I never really thought he would leave however now I believe that the odds are slightly in favour of City!!!

I know we are know angels but if it was us say courting richards so publically we would be up on an fa charge quicker than you can say 'tapping up', if the fa are to be fair about this than man city should get a formal warning as to their conduct, you dont talk about players the way hughes has when the club have said he isnt for sale.
