Reports that Samuel's company and major investor Dekor plc has experienced trading problems have sparked growing concerns for the Welsh outfit's viability just three months after their Super League debut.
But Samuel insists that the situation is stable and that the Crusaders have strong long-term plans.
He said: "When I was approached in 2004 to start up a club that was capable of getting into Super League by 2009, I was 100 per cent committed to that cause.
"That has never waned and there's no way that I and Dekor are going to walk away from it.
"It has been a tough first season but we didn't expect anything less.
"We are now planning in earnest for 2010 and are currently restructuring the club both on and off the field.
"As far as Dekor is concerned, despite a difficult trading period, the company posted a pre-tax profit of £374,000 compared to a small loss the previous year. That's what I call a result!"
