Rosberg - son of Finnish F1 champ Keke - has called on the FIA for an urgent revision of car weights as drivers continue to lose the pounds to gain advantage on-track.
The KERS device, which allows drivers to boost power for a short time, adds a minimum of 30kg to the car.
Renault driver Fernando Alonso blacked out after the Bahrain race last month and the FIA are planning to increase the weight limit from next season.
But Rosberg said: "In Bahrain there were certain drivers who went unconscious after the race and I think a lot of that is down to the push the drivers have to lose weight, because of all the regulations, especially with the KERS.
"I think it will be very important to try and get something into there that loses this push to lose weight, lose weight, lose weight."
"It is not healthy when people start to go unconscious. It is only my opinion, but the weight is definitely something that is influencing it."

BIKE legend Valentino Rossi will add the Isle of Man TT to his illustrious CV next month alongside OAP racer Giacomo Agostini.
The reigning MotoGP world champion will ride the historic road course with the 67-year-old fellow Italian on a Yamaha R1 - the road version of the machine on which Rossi hopes to defend his title this year.
Rossi said: "I am fascinated by all sorts of motorsport and the Isle of Man is a destination and a race I have wanted to experience for a long time.
"The MotoGP schedule is very busy around this time of year, but this year the TT has moved dates a little and there is a week's gap between Mugello and Catalunya, so now at last we have the opportunity to see this famous event!."

BERNIE ECCLESTONE'S controversial 'winner-takes-all' scoring system has been mysteriously scrapped from the 2010 Formula One regulations.
The recently-published rules have reverted to the current system where the drivers' title will be awarded to the driver who has scored the highest number of points.
The governing body tried to introduce Ecclestone's favoured medal system this year but the late change was vetoed by the F1 teams alliance FOTA.
Despite vowing to introduce the system for 2010, this latest move may result in the current points-scoring system remaining for the foreseeable future.
