Brum boss Alex McLeish blasted claims a move to St Andrews would be a step down for the Celtic winger.
Eck, who failed with an £8million bid for McGeady, said: "No, I don't see it as a step down, not in the Premier League.
"I don't want to talk about certain players, but we know players that want to go to the Premier League from Scotland.
"Whether or not it's Celtic or Rangers, whether it's Arsenal or Birmingham, these players know we are progressing as a club and there's no finer league in the world."
McLeish had £40m to spend last month but added: "We were wary of going the extra distance in terms of wages on players.
"I wouldn't have been averse to paying extra in fees if we were bringing someone suitable to our kind of wage structures.
"Like McGeady. That would have been a big fee but the wages would have been in and around our boys'. Did we make a bid? It was verbal."

Eck is kidding himself if he really believes that a move from Celtic or Rangers, to Birmingham City isn't a step backwards. There are two team in England that should be able to turn Aidens head, and sorry Eck, Birmingham City aren't one of them. Manchester United and Liverpool are the only two teams in England who can claim to be as big as Celtic. After those two, the only places Aiden should consider are Barcelona, Real Madrid, AC Milan, and maybe Inter. Before anyone thinksthis is because I am a Celtic fan, I really believe the same thing applies to Kris Boyd at Rangers. The other sides in England are short term wonders with less history than my new born niece. Sorry Eck, if you really believe this garbage you need to be setting an appointment to see a head Dr.
