New Black Cats boss Steve Bruce, right, has cash to spend and wants to add energy to his squad. He sees Davis, left, as a key player in revitalising a midfield that almost got Sunderland relegated.
The Northern Ireland ace, 24, moved to Ibrox for £3m last summer and scored six goals as Walter Smith's side clinched a double. But Gers will not be able to refuse a big offer from one of the wealthiest clubs in England.
Meanwhile, Rangers' refusal to play Brahim Hemdani last season could cost him his World Cup dream.
The 31-year-old Algerian midfielder was dumped into the reserves at Ibrox after refusing to move in January and has now completed his contract.
However, Algeria boss Radi Sadane has warned him to find another club quickly or risk missing out on South Africa 2010.
He said: "Brahim is a top player who can make a big difference to my squad.
"If he manages to find a good club then he will automatically return to the national team, but he needs to be playing at a level as good as Rangers.
"I can't pick players who are not playing for their clubs."
