EIGHT years after the murder of her beloved daughter, crusading mum Sara Payne has proudly declared: "From Monday your children will safer."

Thanks to the For Sarah campaign - led by Sara and run by the News of the World - parents will have the legal right to information about paedophiles who may harm their children.

Pilot schemes start Monday September 15 in four police areas in Britain allowing parents and carers to seek details of the background of friends, neighbours and relatives who have unsupervised access to their children.

And single mothers can also discover if a new partner is a convicted paedophile.

It is the breakthrough Sara-whose daughter was murdered by paedophile Roy Whiting in 2000-has prayed for.

"This really is a giant step forward," she said. "Sarah would be so proud of these important changes that have been made in her name. Her memory deserves nothing less." The pilot schemes will be tested in Hampshire, Cleveland, Warwickshire and Cambridgeshire.

Sara who has worked closely with the Home Office for the last year, thanked the Home Secretary for giving them the go-ahead.

She said: "Jacqui Smith and her minister Vernon Coaker have been a fighting force and are absolutely determined to make sure these pilot schemes work.

"Their open and honest approach to child protection in general makes a refreshing change after many years searching for answers in the political wilderness.

"Now that the government agrees it is right to share information about these dangerous people there is a very real prospect of a full Sarah's Law one day.

"The Government has awoken to the fact that when it comes to protecting children, we can no longer do nothing. This is the first time authorities are trusting the public with this level of information. It's like a new partnership has been borne. It's a very exciting time." Sara explained how the pilots would work: "Say you have a new babysitter you want to be sure about. You can get peace of mind by going to a police station and registering your application to see if there's anything worrying in his or her background.

"You will be vetted and have to sign an affidavit that you will use the information responsibly."

MAPPA (Multi Agency Public Protection Arrangements)-which is made up of a range of professional agencies-will be consulted and if there is a credible risk families should be informed. Sara said: "This won't stop child abuse, but it's a significant development in making prevention more effective."

The pilot schemes are due to run for 12 months and are expected be rolled out nationwide if deemed a success.

Sara added: "In a year's time authorities will be assessing whether this is the child protection tool we all desperately want it to be.

"I hope they do, for the sake of children everywhere."

How it works

IF you are a parent or carer living in one of the pilot areas you can:

  • GO to the police station.
  • FILL out a form requesting information on the person you're worried about
  • SIGN an affidavit (a legal document) to say you will not misuse the information.

Jacqui Smith tribute to courageous mum

BRAVE Sara Payne was has been hailed by the Home Secretary as the HEROINE behind the testing of new anti-paedophile laws.

In an exclusive interview with News of the WorldManaging Editor Stuart Kuttner Jacqui Smith said that revolutionary pilot schemes which begin next week "would not have happened" without her courageous fighting spirit.

She added: "Whenever I meet Sara I realise this is somebody who has lived through the worst thing any parent could imagine happening.

"Then she has turned her life around to campaign to make sure we have a society in which we do everything we can to protect children. I just think that is massively impressive. Then there is the role the News of the World has played. You have put pressure on us as a Government to move at a speed, to get it right."

Ms Smith also revealed how her own FEARS as a mum of two sons helped inspire the launch of the schemes. "The thing any mum worries about most is how you keep your children safe-I know you need information, help and support in order to do that," she said.

"Like Sara, knowing what it's like to be a mum inspired me to do the best I can to protect Britain's children. I believe the schemes have every potential to be successful."

Why do parents not talk to there children about child abuse,most of these children would not have to suffer ,if parents, and schools would talk to children about sex abuse .Tell your children its OK to stand up and say something to a family member or anybody ,and say get your hands of me,if these people are touching them were thy should not be doing,and tell children thy won`t be any in trouble far saying something to these people.

Whilst I agree as a parent we need to protect our children I do think these new measures are somewhat dangerous especially when it comes to checking up on people and expecting those with vital information to be quiet about what they know.

This new pilot scheme will only make paedophiles go under by using false names etc. Put it like this does anyone actually ask to see your new boyfriends driving license or passport just as you are dating....no so why are we to expect to be told the absolute truth if a predator was to join our lives in some way.

If you ask to see someones id before making an application for this criminal info I no doubt you will told to go wherever. I for one either way cannot see this working out the way we'd like it too. The government cannot be trusted to handle our data securely so why is this going to be any different plus who can trust the applicant to be discreet especially if they did know something about someone they have enquired about.

Too risky of a scheme which will only bring about the rise of ignorant, uneducated vigilantes as in the case of the paediatrician in Wales some time ago

I am so ashamed to be British - words I never thought I would admit. This country has changed so severely in the past few years, and not for the better. Sara Payne is a true British hero, but one person alone cannot change the ruling of the government. There are too many self righteous middle class prats, who prevent justice being served. Paedophiles and perverts are treated like victims, and our children are made to feel worthless. Once found guilty of any charge against children, they should not be allowed to repeat the offence again - WHATEVER IT TAKES! Bring back capital punishment and most crimes could be abolished. Surely by now we should have realised that a 'slap on the wrist' and 'a cup of tea & a chat' DOES NOT work.
Our children need to be filled with confidence that they can speak out the first time anything happens. My child had enough confidence in me that he told me straight away. He is now a happy young lad with no nightmares or sleepless nights, and thankfully he has been safe ever since and will pass this down to his children

I wonder what would happen if a child of one of these middle calss do-gooders was molested or murdered, would justice be served?!

I was unfortunate enough to marry a woman,who had been convicted,some years previously,of cruelty to a child-hers.The child was then forcibly adopted.The woman left Ulster,where the offences were committed,and came to UK.The child protection people lost touch with her,and she had another child.While we were married an incident at hospital was reported to the child protection people,and they came to visit us.Until that moment,she had said nothing to me.I was then acussed-by her-of not supporting her,during this meeting!!

If the authorities cannot keep in touch with such people,what hope is there,that such a scheme can work?

I do not support sex offenders,but i think that these people should be placest in psychiatric hospitals,and not sent to prison,it is also about time these people were given something to take away there sex drive ,if we keep letting these people live in soceity ,and then treating them like Animals ,then most of the sex offenders are going to reoffend,we forget that 60 % of sex offenders have been Abused themselfs,and Disturbed in the head.Do sex offenders suffer some sort of Mental illness?we can have as many sara laws as you wish ,but this won`t solve the problem.Maybe we should have somewere were these sex offenders can phone and get some help,maybe alot of these people would get some help ,if thy had somewere to go and get some help.If we put these people to death then this would solve the problem,but we do not ,so we have, and should ,find othere ways to deal with this problem,in years to come these people are going to get classed as being mentaly ill ,i beleve that these people are sick people and should be in hospitals ,this goverment would sooner treat them like animals than give them something to take there sex drive away ,i think must of us are as sick as these sex offenders,and no doubt people shall come on here and call me ,but the truth of the matter is ,i am right what i say

I think this is a good idea! But like Robert Argiz said up the top of this page it will make them more dangerous and they will move around the country to do theses things. The police can not track any of them as far as i am concerned , all around it make's as worry 1% less than before. It's a start but the poilce need to do there job. We do our's .

This is just going to force sex offenders to move around the country,and putting children in a bigger danger,the police should use this law in very extreme cases,if sex offenders move around the country,the police are going to lose track of these people,I think that this goverment have not thought this out proper,if sex offenders live in a town ,and the police know about these people,then i feel this is alot safer ,this goverment are putting childrens lifes at risk

Sara Payne is truely an insperation to all parents, and has done fantastic so far but unfortunatly i dont see how this is going to help save our children?
You have to know a person or at least their full name before you can find out any information. Im a mom to a little girl and im very concerned of who could be living in my neighbourhood but how can i possibly find out everybodys name on my estate and then go and fill out hundreds of forms at the police station?
We need to do more to inforce something along the line of "Megans Law" that is the only way of knowing how to fully protect our children from these beasts!
I would just like to thank Sara because without ur courage we wouldnt be this far!

I support Sarah's law.....my daughter was abused by her grandfather 5 years ago and was not convicted even though he had previously been convicted for simalar offences against children on several occasions.....he now continues to have regular contact with his other grandchildren.....shouldn't this man be on the sex offenders registar?? Is there no way of getting this 'man' stopped before he goes on to kill a child???

Peodophiles always have the need to use children for their needs. They can not help them selves. It is wrong and evil.
The rights of our children should be far, far greater. We should protect our children like htey were gold because they are innocent and helpless. We owe it to all our children.
Peodephile rings should also be brought down and closed and tighter laws on use of the internet for these purposes should be implimented.

I don't understand the problem with implementing a Megans law in the UK. Is it a perception that a vigilante culture would develop with the public taking matters into their own hands? What are the issues that meant it this typee of program was rejected?

I live in the US now and can simply go to a website, punch in my zip code and see every convicted sex offender within any distance I choose of my home. These people are not being hounded every day by vigilantes so what is the problem?

It may never stop a non registered offender from abusing a child and may not stop even a known offender from repeating his crime, but at least as parents we have the information.

I admire this lady for all she has acheived, and sad at the loss of her beautiful daughter. I do agree somewhat that these sick people still will be abusing, I think its EVERY parents respponsibility to keep our children safe, its not safe to send them to the corner shop or to a friends, its not safe to leave them with people you know nothing about.

If this law protects a few from their mums new partner who is a sicko, or from a carer who has slipped the net and works with children and is a sicko then its a marvelous achievement but parents HAVE to do their bit as well, the streets are unsafe, we just dont know the perverts that are around us....take care of the most precious things we own, ouor children.

Your indignation is misguided and you don't actually respond to my comments.

This is no step in the right direction, the power (in fact the responsibility)to inform identifiable members of the public when there is a direct risk to their children has been there for years and has been appropriately used.

The NSPCC studied Megans law and could see no case for it's implementation in the UK, if you know better then them then I ask what those impressive credentials are.

Yes, the current existing arrangements are very successful. Children continue to be abused but not by known offenders, look at the reconviction rates of those known sex offenders who are in the community and bear in mind that those individuals are under considerable scrutiny.

Be as emotive as you like, it won't deter from these simple facts. Once again, how would this law have saved Sarah Payne? Answer: Not at all.

i am so proud of sara! im glad now that this law has been passed, as we have a beast in our family!he lives in scotland,e has really pulled the wool over family members eyes!he is now on the paedophile list ,but only for 5 years! why not for ever! e has been doing this for years so why should he only be on the list for 5 years?what he done was to members of his own family,filthy beast that he is! im so ashamed to think that he is a member of our family! i can only hope and pray that the law will be the same all over the uk,so that parents can look out for their kids from this well known beast and others! sara will never be forgotten.little angel that she is,bless your family sara and your memory too!

This is a very nice headline grabbing project (it certainly did the trick or we wouldn't all be reading this now). Unfortunately it won't change a thing.

The chances of an offender being identified through one of these applications is ridiculously slim. Even then, the applicant can't "misuse" the information, which will probably mean that there will just be rumour and counter rumour spreading throughout the neighbourhoods. This will almost inevitably lead to vigilante action, and the pilot scheme will be packed up as a dangerous failure.

And as the media is constantly telling us, these predatory paedophiles are so devious and crafty, are they really likely to target a child in their own direct neighbourhood?

If it makes an actual difference, then great. Unfortunately I just think it will result in unlawful violence and offenders looking further afield where they won't be known.

How does this help? If my neighbours in the street where my kids are playing are paedos I want to know if my child is at risk of being snatched and murdered. Problem i I live in a huge street and don't know the names of anylne except either side of me. Am I supposed to canvas the street for a lilst of names and go to the police station and fill out say 500 application forms for each - waste of time - waste of money - waste of space.

Oh really?, if they were that succesfull then why is there are children being harmed all over this country??, victims of abuse also campaigning for tougher laws??.
I was pregnant with my son on the day the news broke of Sarahs dissapearance. That was the day that the entire enormity of becoming a parent hit me, how could it be possible to keep my son safe when there are predators willing to try anything to fulfill their sick desires, well, this is a bloody good way of starting. So dont you dare try to tarnish What Sara Payne has achieved I for one am truely grateful there are people out there prepared to make a stand to help make a difference. Perhaps one day what she has achieved will have a direct effect upon other areas within the law regarding peadophiles and sex offenders.

I, for one, respect this woman hugely.

At last the Government are (very slowly) realising that a Childs human rights far outweigh a sick paedophiles human rights. Everyday our governments lets down children which is unforgivable.
it makes me made to the core that as a country we protect these sick men, send them away for a mere few months then let them back out to commit the most appaling offences, my heart breaks for the children we are failing. Sara payne is a hero and as a mother of two young children i can not thank her enough. I can not imagine the pain she goes through at not havng her little girl where she should be. Thank you Sara, i hope at last our backward governement protects children and not poedophiles!

This is great news!! At last! Common sense!

It's just a sad shame that since Sarah lost her life another 460 children went on to lose their lives too!

Not because Mrs Payne didn't campaign enough, but because of our stuffy, Red tape, fat-cat stupid **** for brains Government! This is why sadly 460 children lost their lives after Sarah's.

Why? It's taken 8 years to arrive at this decission! - 8 years!

When the same thing happened in America some 10 years ago, Bill Clinton sanctioned what's known has "Megan's Law" within 1 month!! Imagine with that speed, how many children's lives his actions saved?

So my question to this Government is this:

Why on Gods given earth has it taken YOU 8 years to get Sarah's law?? Of course now it's here, all the Government big wigs will want to be seen at the back of this - pushing their moral and sense of high ground not to mention their popularity up the ladder!

But where was you when all this happened? Now that another 460 poor children have lost their lives due to your bungling incompetence and *** ***** red tape.

I seriously believe had it not been for Mrs Payne's tiresome efforts & the News of the world, this would never have got of the ground in the first place!

Sara Payne is in my view a hero. Every mother in britain really does owe this women more than words can say. If it was'nt for her hard work people would still be ignorant to the huge scale of predators lurking in every town. When I used to express my concerns about paedophile's I used to be mocked by friends and family for being too paranoid. I am glad that this women has proved me right about the numbers of paedophiler living in our communities. There must be families all over britain that are now that little bit more educated in the knowledge that these animals do exist. These beasts thrive on ignorance towards child abuse. Well Done Sara!
