HOMEOWNERS are set to be trashed with a £5,000 fine AND a criminal record if they leave their bins out too long.

The rubbish new rule will see new council-employed bin wardens patrol the streets and dish out £100 fixed penalty notices.

And if residents don't pay in two weeks, they could be dragged to court, branded with a criminal record and fined up to £5,000.

That's more than many crooks have to pay for drink-driving. And the 14 day timeframe could be a nasty surprise if you're on holiday when the fine is served.

Homeowners will fall foul of the rules if they don't tidy their bins away promptly after the refuse collection, or leave them in the wrong place.

They should be put out only the night before the binmen do their rounds, and removed the day the rubbish is taken. Families will also be clobbered if they don't leave the wheelie bins in allotted spaces outside their homes.

Town hall chiefs say tough action is needed because bins left out are turning streets into eyesores.

They are also worried that they could be a hazard to pedestrians - especially the blind or mums with pushchairs.

The plan is about to be trialled by councils in the North before it is rolled out to others if successful.

Shadow Local Government Minister Bob Neill said: "This government seems intent on forcing bin fines, bin taxes and the axing of weekly collections, against the will of the hard-pressed public."

The lastest move follows a crackdown which has seen residents fined for putting normal waste into recycling bins, and hauled into court for leaving lids slightly open.

First of all I'm a bit confuse!! Is this a joke thing that we should laugh at? The fine, the criminal record and blaa blaa!!!!!! And the big thing is, DO you(the council) knows the meaning and the conciquence of the phrase "CRIMINAL RECORD" specially in a country like BRITIAN. Oops its shamed on you(the council). So more innocient pepole will just be IN DEBT,CRIMINAL DUE TO B.... BIN. So what is this we paid council tax for free. Those are for that porpose so you do it. charge the council for sorting out the recycle rubish or charge the for not empting the bin on time. make them responsable for something not the tax payer who pays extortinate amounts to have the rubish removed.

why dont the council revert back to the days when the bin man would collect your bin from your front door,it seems to me ,the bin men these days have very little physical work to do apart from walking around the local estate following the refuse vehicle,i remember the days they used to carry bins full of assh and other waste on their shoulders,the council should be paying us for sorting all the recycling items out,most ppl dont have a great deal of spare time these days,without having to wash jars and bottles out for recycling.

I live in Bournemouth and we were the first town to get chips on our bins. Every household was given a brand new bin! (How very kind of the council) We weren't told however that the new bins contained a chip that would weigh our rubbish and if we went over the limit we were to be fined accordingly. The problem for the council was that the knowledge of the hidden chip was leaked and printed in the local newspaper. We found the chip (hidden in the underneath of the bin) and chisseled it off. It was actually quite difficult to remove, put it in an envolope and returned it to Bournemouth Council. As word spread all household began to remove them and either chuck them in the bin or post them back to the council. This underhand, sly deed cost the taxpayer over £100,000. When and if you receive a nice shiny new bin, make sure you check the bottom and see if your local council is not simply being generous, but actually trying to rip you off.

I think it might be easier to have a bin shelter in every street where the bin men oops sorry garbage disposal experts can leave all the empty bins and every home owner then can collect their own bin ,but there again what is the chance that these garbage men will put them there .

This has to be by far the stupidest thing I have heard so far. I live on my own and work an hour away. Sometimes I dont even get through the door till 11pm so I go straight to bed. Now if i dont remember to get the wheely bin in i may wake up to a fine? I would rather go to court and spend a few days in prison, no doubt i will get better fed and play on an xbox or get took somewhere for a few days on holiday with all the rapists and drunk drivers who probably got a cheaper fine!

Glad we retired out here to Cyprus.Our bins are emptied twice a week(wednesday and Sunday)yes Sunday!!The weather is better for our health.The only problem at the moment is the pound against the euro and who's fault is that???

about twenty years ago were i live the dustman use to go into back gardens to take your bins if you forgot to leave them out and would take anything and were always singing or whistling and were rewarded for this good service at xmas now they are a bunch of wingers who you dont even want to wish a happy xmas that alone tip them

You should put a sign outside your house to say where you expect your empty bin to be left, and clearly state on the sign that if it is not left in that place you will regard it as negligence and sue the local council for damages.

I live on a hill, and I have no front garden, the front door goes straight out to the street/pavement. Everyone in my street, since the advent of wheelybins leaves them next to the front door which isn't a pretty sight. But, I would have to get my wheely bin over about 8 steps in a very narrow hallway and drag it through my house each way.

If I fall with that bin and hurt myself. It will be a courtcase.

Fine, Fine, Fine, is that all our government can do. We pay more in fines for this stupidity than if we went on a shoplifting spree. Where is the justice. I can remember when bins were made of metal and carried on the back of the binmen. I don't recall any streets full of bins, unlike today. They are just getting back the costs of these stupid wheelie bins and making others responsible for the fact they bought them and they should have thought about the effect on the visual environment of having them. EU runs this fiasco, but Britain ever eager to create crime and punish people follows rules to the letter and ignores the spirit. The aim was to increase recycling not alienate the citizen. If I get a criminal record, I become unemployable as I work in education and you can't have 'criminals' working with children. I then live on the benefit system for the rest of my life (could be up to 50 yrs more). Is that sensible. Bring it on, I could enjoy early retirement funded by the taxpayer.

we are all missing the point......its another stealth tax...we are as a country nearly bankrupt as we have very few 'producing 'jobs.. so the only way round this is recognise the fact we need to depoputate....they did it in 1915 again in 1939....any excuse and when we are down to ,say 35 million...... we can re write the rule book... make the family the mainstay of our way of life....... and get useless pen pushers to do real jobs..and be thankful for it

I left Uk 1 year ago, feed up with excisive taxes and rules/laws.
I now live on an Island off the coast of Venezuela; the garbage is collected 3 times per week, Tuesday, Thursday and SATURDAY and they take anything and everything. You can leave it out in carrier bags, black bags, boxes or just in a pile! Even better, petrol is just under 1p per litre, the last rise was 10 years ago. A 6 bedroom, 6 bathroom house can be bought for £50,000 with sea views. this last week it has been 35c in the shade by 8.00am each day and it rained for 15 minutes 3 weeks ago. Would I return to UK? What do you think.

Maybe you should all look at the system more carefully. The COUNCILS EMPLOYEES and BINMEN aren't to blame.The departments within the council are the ones who have to carry out the rules. These have been put in place by your local councikkors and the goverment.These rules also include what can and should be done by binmen and council employees. Instead of complaining about the people who have to carry out the operational side of the system why not look more closely when you next vote in a local election or even a general election. STOP blaming the binmen and try pointing the blame in the right direction.

we try to recycle sometimes it hard deciding what goes in which bin, put them out the night before or first thing at the morning they are due to be collected, as we live near a school we make certain they do not block any of the pavement and always leave our drive clear,, we my wife and myself are both disabled,, if we go out i can guarantee i have to move the bins to get into my drive as rhey are always left in the middle of the entrance,,,,how can they have the power to fine anyboby we pay them, not them paying us,, for saving them time and money.

I have spent the last 24 years travelling this world teaching our language to non native speakers.
I can safely say that, the so called 'third world countries' have a far better system and far cleaner place to live than UK. All this and they pay in some cases not a quarter of the taxes that are paid in The UK. 50 countries I have been to now and I am no longer surprised when I find and alleged poorer country than The UK with a more efficient system and happier people. I spend my time teaching people to speak my language so that they may either do business with, or go to The UK and work.
I am now beginning to wonder why do I bother,I cannot imagine that hard working people are welcome there anymore, unless of course they come from a communist country, in which case they would feel quite at home. Although I don't actually live in The UK my parents do, and are now retired and it is those for whom I am concerned the most, pay into the system for most of your life only for the system to spit in your face some years later.

This kind of scare and threatening behavoiur makes my blood boil. in my street and others in my area put there rubbish out in bags, and are collected weekly which is great, but householders place their recycling boxes against the wall in the street for collection , when their empty these boxes they are just thrown on the pathway without any regard to pedestrian safety they are not stacked neatly or placed in the position they were prior to collection. This is just as dangerous but guess what that doesnt count when they are reckless and thoughless!
One way traffic of responsibility and accountability!!

I forgot to add comment to the person who bad mouthed ex-pats. I have found in my travels that the only ex-pats who are hated are those that try to make it 'Little Britain' wherever they go.
If you live as the locals live and integrate into the community you will have little to no trouble.
Hmmm, maybe some should try that in The UK too.

the only thing wheely bin collectors do is walk a few feet to roll ( not pick it up I must add,) to a back of a truck which then lift it for them ,
surely if a bin has got too much in it, inform the tenant as to why it was not emptied by a machine that does all the work for recycling collectors,
these collectors need to go on a course to learn how to get on with tenants in regular collection area, hard up councils should thank every tenant for sepperating the stuff in first place, in these recycle bin there is never anything mucky , for these bin collector to get thier hands dirty ,if there is wear a pair of gloves my suggestion would be to give them a empty bin to transfer the overloaded wheely bin they have to face now and again. why not leave a note at address where wheely bin is overfilled. surely this would be easier than paying
a considerable amount of people to walk around giving out stupid fines , also tenants whom collect the materials for recycling should get a rebate on council taxes come on you wheely bin collectors help tenants who overfills bins by collecting plastic bags along side these bins on collection days, not asking you take actual bags whether binliners of carrier bags ,
just emty them into bin your machine has just
emptied for you,there is a easy way out without large fines for these recycling minded tenants.
remember also the monies the councils make on recycling ,would suggest collect as much as you can stop moaning councilors Big Gee

Why is the council trying to make peoples lives more difficult than they should be, I work full time & place my bin at the edge of my drive just as I am leaving for work. I arrive home at around six thirty to find my bin & my neighbours bin blocking my drive therefore causing a hazard to myself & my neighbour..... should I fine the council for not putting my bin back where I left it? Also I have been warned by letter that I have left a bin out that was too heavy for the strapping bin men to move. I took this so called too heavy bin up six steps quite easily & my female pensioner neighbour was so disgusted by the bin men leaving my bin full .... she emptied it & took the refuse to a skip whilst I was at work.....by the council rules surely I should have a rebate of some of my council tax as normally my bin is half empty!!!!!! As the bin men are so delicate maybe they should take up flower arranging instead!!!!

The local councils have got a cheek. They are emptying the bins once a fortnight, yet people have not seen a reduction in their council tax they are still paying the same amount as what they were when the bins were emptied on a weekly basis. They are also raking in money from selling our recycled waste to companies. The towns have never been so dirty as what they are now because people have to dispose of their waste in other ways.

I for one am p****d off with this country, it seems to be the only one where hard working law abiding citizens are punished fined and just generally scr***d on a weekly, no, daily basis. My green bin was not emptied for 6 WEEKS at one point as they didn't bother to come and my complaints went nowhere but hey, thats cus i actually pay my council tax, like mentioned before they also litter the street when they do come and one bin man was abusive to my neighbour because of where her car was parked. I also come home every week to find they have dumped around 4 or 5 bins right across my driveway which i have to move before i can park there, yet i would get fined for parking over the path???!!!! What a total p*** take!

Since Labour has been in power the UK has been bombarded with new laws designed to raise money for both central and local governments. We have more cameras watching us, more rules to control us and more inspectors, supervisors, part time policing bodies as well as community policing officers on our backs. We pay more in taxes for appalling services and see a continuing fall in standards of living. Knife crime is up, unemployment up, and our cost of living up....roll on the election so that we might all voice our opinion to get rid of the ........

The binmen are lazy, they dump the bins where they please and they never put them back. They leave bits at the bottom of the bin and never make sure everything is removed. This is another indication of rip off Britain. The Government enjoy punishing the public for no reason whatsoever. Its about time we had a change of Government and sane leadership. Blair and Brown have brought this country to its knees Blair is enjoying his millions why the rest of us suffer - what goes around comes around. i had a bag of rubbish left by the council outside my house for nearly a week, repeated phonecalls and still it stayed there, i then called my local mp and told here if it wasnt moved i would be taking it up to the town hall the next day and dumping it there on the steps, he responce amazed me, she said if it wasnt to call the local paper to get the story, she then called back two hours later and it had been taken away, thanks to a call from her, i also told he about the recycle guys dropping litter and not picking it up, again she said video it and present it to the council to fine the offender, just like the community wardens and cctv operators are doing with chewing gum and cigarette throwers, its time to bite back

Near me there is a road that has cars parked fully on the footpath causing people to walk on the road to get round them.

Bad enough having fortnighty collections and having to separate rubbish.I know one or two people in my neighbourhood who would probably be fined as they leave out their recycling boxes and dustbins out for days on end because they expect other people to take them down their drives.

Here in Spain, there are rubbish shoots on most main roads which you throw your rubbish bags down. End of.

This amongst other bull**** is why i left the UK and would never return. There is nothing great about great britain anymore. It is not a free country. The more you earn the more you get punished in taxes and so forth and it is only a matter of time before the whole country explodes into 1 big riot.

we pay for this service through the council tax so why should these plonkers be allowed to fine people.
fines does not fix anything thing, no wonder people are in debt.
every one wants to make money out of working people. parking, speeding, council tax,rubbish,smoking,tax credit claw backs, etc

Biggest bull **** I have heard from a longtime! Quite simple, if they are unhappy that bins are "overflowing" quite simply make the rubbish collection weekly as picking up household waste once every two weeks simply isnt working. They said it would not pose any threat the basic health & hygiene but they are wrong, animals have more access to "excess" rubbish, maggots in hot weather after sacks remain dormant for upto 2 weeks and the maggots that have eaten enough c**p and turned into flies! The council wont pay to have these removed! I have had no end of grief with my local council (Rother)and it always ends up being the company they use fault. Why did they change something that is'nt broke? Well someones got to keep the Champagne flowing at there weekly boardmeetings! JOKERS!!!

This is great news for those of us that live in student areas, where the lazy **** stack there rubbish bags up against their overflowing wheelie bins. The Foxes come out at night rip the bags open, looking for food, food waste gets squashed into the road and pavement and then the Rats come along.

I agree with previous person why dont the bin men collect the bins from the side of the house AND return them back ther.They used to go around the back garden for the rubbish years ago.Is there a law how far they walk in a day?

I remember a time when lifting the rubbish was not an issue but now like many other things in the UK it has become blown out of all proportion.I am totally sick of the petty beaurocracy and nit picking laws that we have become subject to over the years.This country has the name of being a democracy but in my view it is slowly donning the veil of totalitarianism.

I agree bins left on the street are an eyesore and could be classed as a hazard, unlike the hundreds of kids all over Britain that hang about our streets causing chaos, mess, and trauma to everyday law a biding people. So why not lets fine us for leaving bins on the street and let them run riot. Is it not about time that the local authorities got there priorities right instead of continually making up ideas to have us pay into their coffers.

Surely there must be some legal obligation whereas the council must also be fined for not adhering to rules. Once the refuse collector puts his hand on the bin then surely it is the resposibility of the council employee or contracted collector to return it to the ''designated''spot, if it is left in a place where it is an obstruction, then the responsible party should be punished. If the council or contracted employees are not being fined for not obeying the rules, then how can joe public be penalised.

What a load of rubbish!!!! But we only have ourselves to blame. No other country would put up with what we do they would be on the streets in outrage. But as usual the British will just moan and accept.... and we will end up paying even more for an evenmore inefficient country.

My bin is also left way down the road, because the lazy bin man cannot be bothered to return it to its rightful place. Also, I actually saw a binman chuck an empty bin and hit a car. Did he knock to ask who's car?? did he heck, he just went on his way.

I am so mad about this. I always put out my bin as I leave for work on the morning of collection at 7am.
I leave it at the end of my drive on my boundry. If my bin is emptied and not forgotton as has happened on at least 5 occasions, they come at any time between 8am and 4pm. The bin can be left by the binmen anywhere in the street,often across the road and always in the middle of the path. I work 30 miles away from where I live, and gt in at 6pm,will they pay me to stay home on bin day so that I can trawl the street and take my bin in immediately after they have emptied it? Maybe I should give up work and live on benefits. I will get off any fine then and probably be better off than I am at the moment with the price of travel and Councill tax bills.

Some people are going to get really stressed by all this. They could even end up Killing themselves - it is just a bin!

I reckon we need a revolution in this country where every individual at management level is given a spade and taken outside.... - but then just suggesting that would be breaking some stupid law!

Councils have no money for the funding special needs days centres, help for the elderly and yet our council tax is being used to employ bin wardens who will like most Local Government workers be earning a very good wage. Perhaps its about time us tax payers refused to pay until we get the services we pay for.

The streets are only an eyesore with bins on them because householders now have a minimum of 3 bins to sort their rubbish into, and modern housing estates have gardens too small to store them in. I'm hearing I might have a 4th one to store next April to deal with food waste. A news article on TV a few weeks ago showed that some councils have newer style bins that allow for glass/paper smaill bins to drop inside the garden waste wheelie one - perhaps all councils could swap to these and recycle the old ones!

Well low and behold another scheme thourght out by a jobs worth glad I dont live in England here in Poland the bin man opens your gate walks to collect the bin then bings it back when emotied arh thats against health and saftey I hear you shout he could hutr himself on the openning the gate trip on the grass get bitten by the dog basically it is all ******** another one for the NANNY STATE the new name is not GREAT BRITAIN it is NANNY BRITIAN

Life really has become so grim lately, and this just something else to add to the misery. I have a 2year old son, live on a busy road, if i took the bin in straight away, i would have to leave my son alone indoors, i can't put the bin back holding his hand either, you think im going to risk my son running out under a bus, or left inside, while i put my bin back. I wait until my husband comes home.
this is what the council tax is paying for?

If councils are going to act this aggressively, then they should be responsible for ensuring that every bin is house numbered, and put back where it came from. The voting public pay the exorbitant council tax, and an indepent publicly funded Bin manager should accompany the bin men ensuring that bins are put back in the correct place, and that litter isn't left all over the road, as happens quite in our area.

I agree that the bins should only be put out prior to collection and then removed after collection, however please be truefull this is just yet another money grabbing scheme by Councils

Councils must stay awake at night to think what else they can do to screw ordinay working people.
I alos think that it should be transparent and issue names and pictures of the councillers who make these rules, so as the public can see who are the ones hiding behind the scenes really imposing continued misery and threats.
