The remaining 396 for people in affordable housing were passed to other organisations to deal with.
The TSA is just one of an army of "quasi autonomous non-governmental organisations" that cost taxpayers a staggering £64BILLION a year.
Chief exec Peter Marsh was paid £160,939 in 2009 and a £17,351 bonus.
Shadow Housing Minister Grant Shapps, said: "Taxpayers' money is being wasted."
But the TSA pointed out Mr Marsh has frozen his salary until 2011.

I have someone working for me that handles complaint redirecting. She is called a secretary and is paid roughly 10% of what this big numpty gets.

Don't think I'd be bothered about freezing my salary if I was on that much...
And that's not the point. He's being paid a fortune for doing practically nothing. And what are the other staff being paid? And can I have a job, please?
