Evil Gordon Robinson, 45, wheedled his way into a neighbouring family's life and was caught after indecently exposing himself in front of their terrified daughter.
But a court DROPPED the charge against him in astonishing "plea- bargaining" deal with the monster - even though the traumatised girl wanted to TESTIFY against him.
As a result police could not stop him going back back to his home overlooking her room.
"I'm scared to leave the house because of him," sobbed the youngster who cannot be identified. "He can see right into my bedroom. It's terrifying. I cry whenever I see him."
Now the News of the World has come to her rescue. After a high level intervention, registered sex offender Robinson finally took police advice and moved away.
But we may never have had to get involved if the Crown Prosecution Service had done its job.

Instead it allowed twisted engineer Robinson to barter away a charge of indecently exposing himself to the girl in exchange for a guilty plea to hoarding child porn snaps.
And the trial judge IGNORED a letter from Justice Secretary Jack Straw urging that the dangerous pervert - who has a history of child sex convictions - should NEVER be allowed to return to his house overlooking the traumatised girl's home.
"The police and judges are supposed to make us safe," said the girl. "He's a bad man but they just let him get away with it." Her mum stormed: "I feel so betrayed. Robinson just wanted to get off the charge so he could continue living close to us. They said she should not be put through the ordeal of giving evidence, but she WANTED to do it to get him out of her life."
Twisted Robinson had already been convicted of masturbating in front of young children and had served nine months in jail when he started grooming the girl's family after moving into his new home in Lancashire.
In a chilling snap he's shown cradling one of their babies - but all the while he was targeting the girl then not yet a teenager.

The family had no idea the engineer had a string of seven convictions - including trawling the streets for youngsters in his car - dating back to 1995.
"He befriended us to get to our children. It makes my skin crawl," said the mum. She only discovered Robinson's sordid past when cops raided his home and found hundreds of child porn images on his PC - plus two sick letters he had written to her daughter.
Detectives interviewed the scared girl who blurted out what he had done. The family claim cops promised her he would be put behind bars if she testified against him.
They the family had to endure A YEAR of him living near them on bail before police gave them the shattering news that the CPS were going to let Robinson off the charge involving their daughter if he pleaded guilty to the child porn rap.
"My husband and I were furious," said the mum. "And my daughter still wanted to testify against him so we went along to his hearing.

"But five minutes before she was due to give her evidence the prosecutor asked to see us and said they were dropping the case.
"I asked if we had any say in the matter and they said no. They claimed it was to stop my daughter going through her ordeal - but it's all about money. They didn't want the hassle of a long court case." Before a later hearing to sentence Robinson the furious mum wrote to Justice Secretary Jack Straw who backed her plea to Judge Edward Slinger that Robinson should not be allowed back near her child.
But Slinger - who had given Robinson his first jail term in 2003 - gave the paedophile a one-year suspended sentence last month.
"I held up the letter and screamed at the judge," said the mum.
"Robinson stood there looking really smug. I'm right behind Sarah's Law - what's gone wrong with justice when he's the one protected and allowed to laugh at us? The CPS later apologised - but that's not good enough."
So the News of the World took up the case - and when we visited Robinson's address this week a man who answered the door said: "He has moved out."
And a spokesman for Lancashire Constabulary told us last night: "He has moved away from the area on our advice."
By Sara Payne, Child Victims Champion
VICTIMS of crime need to come first, especially children.
Allowing an offender to live so close to his young victim beggars belief - and flies in the face of common sense and all we stand for.
The justice agencies should be able to look at an offender's past record and make the right call on where they can live.
This little girl's family were rightly alarmed, especially as Gordon Robinson, a serial child sex criminal, could look straight into his traumatised victim's bedroom.
No wonder the public are outraged when they see such an obvious lack of emotional understanding. Is this the best we can do?
There can be no excuse for permitting such distressing situations. And I am confident that Jack Straw, the Justice Secretary, does share that view. Indeed his letter supporting the family proves that.
Protecting victims, particularly children, is a priority in any civilised society.

Just another case of injustice, why am I not surprised !!! Its about time we followed America and brought in the equivilent of Sarahs Law
By Keith.. Posted July 11 2009 at 6:27 PM.
Yet again another sad and harmful person has slipped threw our wonderful justice system.
Why am I not surprised?
It is disgraceful.
This man should be left in a room with ordinary, loving parents and let us give him what he truly deserves!!!
Perverts like that should be castrated without pain relief.
By wig.. Posted July 11 2009 at 5:22 PM.
Come on Jack Straw, it is about time you put tax payers money to good use and follow up on this appalling sentence and also the Judge who delivered it !!!

all people involved in this case, judge slinger, police, cps, jack straw etc need to be reminded of SARAHS LAW, why is this still happening after all the hard work sara payne has done for the children of this world? SARAHS LAW, SARAHS LAW, SARAHS LAW!!!!!!!!!!!!!!!!!!!!

Ridiculous yet again the British Justice system fails to support the victim.
By Arlene.. Posted July 10 2009 at 11:53 PM.
Absolutely shocking, really incredulous. What this family have gone through is awful. Its about time someone took a long hard look at this case and find out where this has gone wrong. This judge put a bank manager in jail for 20 months first offence! He stole 20 grand. This disgrace of a human is a convicted repeat offender and gets 12 months suspended. Doesn't add up, someone has cocked uo somewhere. Thanks though to the News Of The World for finally highlighting this.

I think this is sick and wrong!!! Why should a young girl have to go through this - what an outrage!! The justice system is rubbish and so outdated!!!! My thoughts are with the young girl and her family.
By rachel.. Posted July 9 2009 at 7:16 PM.
Once again the Justice System in the UK has made a complete hash of dealing with someone who clearly needs keeping away from society.
The system is geared up to protect the perpertrator and not the victim.
Allowing this monster to move back to the area is just absolutely rediculous over and above letting him walk free.
The whole lot of those involved should be ashamed of themselves. Maybe even removed from the position they hold because of their incompetance. Jack Straw certainly has the power to do this, maybe he should use it.
By Tony Hayden.. Posted July 9 2009 at 5:38 PM.
The crown prosecution service should be listening to Jack Straw. It is an outrage that a sex offender can be trusted to return home after taking such actions. Jack Straw needs to intervene and sort this out!!
By Jacob K.. Posted July 9 2009 at 4:34 PM.
This is an utter disgrace! where is the justice and protection for the innocent child? No wonder the public want to take the law into their own hands when our 'legal' system constantly fails victims.
By Cara Green.. Posted July 9 2009 at 9:31 AM.
We live in a society which prides itself that we are beyond vigilantism and revenge-killings. In return, we expect our justice system to protect and punish. Once this contract is broken, and the justice system fails to keep its side of the bargain, citizens start to feel they have no alternative but to defend themselves and to take the law into their own hands. Most of us do not wish to live in a society where wrong-doers are lynched in the streets, but serious failings such as this case, risk promoting that kind of response.
By Lisa Essex.. Posted July 9 2009 at 9:21 AM.
judge edward slinger should sling his hook! how can he give him a custodial sentence the first time round but not the second? cant believe him he should be ashamed of himself! the people at the cps want sacking its pathetic!

My family, like this one, has been failed by the justice system. My daughters teenage life was taken away by a child pervert. Our children need protecting and these sick pople need to be taken off the streets. This man should never have been allowed back near the family, and i cannot believe that he would have wanted to be near.... Obviously he doesnt realise what he has done wrong again and again... He will strike again on another family, and then what will the justice system say????

I have just finished my degree on Criminology and working in the Criminal Justice System and I am appauled at the out come of this case. How on earth can they release an offender on bail to live across the road from his victim. What must the poor child have been going through knowing he could be watching her every move. The News of the World have done a fab job letting people know of him. The only thing now though is that no one knows where he has moved to and whether or not he will do it again. He should have been locked away for a very long time. Instead a poor young girl is going to be living the rest of her life wondering whether or not he is still watching her. She is never going to be free. bless her and her family

good 2 the family for going to the new of the world for naming and shaming this person. i back sara's law 100%. as a parent myself ad hate this to happen to me and my family, all parents should be informed of a pedophile living near them so they have a chance to protect their family as the usless law wont.

The underpinning factors of the Children's Acts and the Every Child Matters agenda is apparently in place to protect our children and young people; however the Acts etc look very good on paper but are of no benefit when the judicial system fails to impose punisments to fit the crime - children are left in fear in their own neighbourhod and yet another peadophile walks smugly free!! Why can't the judge see that he had the power to give children hope and belief in the system but instead he has failed an innocent child and continued to place other children at risk.
By G. B.. Posted July 6 2009 at 11:43 PM.

By Ollie marsden.. Posted July 6 2009 at 11:16 PM.
You would be traumatised for life, he has now totally ruined her life, and he is allowed to actually live near her? That is absoloutely stupid and the law has let itself down here! There are many people out there who have been in this situation, and would feel very strongly about this, its absoloutely terrible!

How can they live him live so close? It's so blatantly obvious what he's going to do because of what he's done and kept doing. It disgusts me how they have just let this happen. There's just so much wrong with this.

By Emma Fox.. Posted July 6 2009 at 6:57 PM.
to be honest i know i wouldn't want him living near me but i think everyone should be given a second chance but as soon as they slip up again they should go back to where they belong (prison) so therefore when a "pervert" moves in accross from me i would be alert yes but no keep calling him names as you should'nt treat any one with out respect.

Another perfect example of why a complete overhaul of the British justice system is needed. The chances of justice being served when the jury - 12 ordinary people, living in the real world with morals and conciences - are allowed to decided upon the sentence as well as the verdict are far higher.
The judge in this case should not only be thoroughly ashamed of himself for inflicting such misery but removed from duty immediately.
By Emma.. Posted July 6 2009 at 6:37 PM.

As a mother of 3 young children living on the same street with a known convicted Paedophile, I am absolutely appalled by Slingers decision with the CPS to allow this man back onto the Streets.
Slinger is clearly incompetent and as a taxpayer why should I pay for this kind of incompetency.
If this Paedophile lived on the same street as Slinger and had exposed himself to his daughter I doubt that he would be walking the streets today.
It is not Justice System in this country failing us but the Incompetency of others.

SARAHS LAW, SARAHS LAW, SARAHS LAW wot more can i say GOOD ON THE NEWS OF THE WORLD FOR NAMING AND SHAMING THIS MONSTER!
By JO.. Posted July 5 2009 at 11:20 PM.
I am glad the news of the world have exposed this animal. Naming and shaming is a good start, but where is he now?. The police need to keep tabs on this sicko to prevent him from doing it again. The judge needs to adjust his thinking and not his wallet. British law protects the crminals and not the victims. Something has got to change. What a brave girl and family, I do hope this article brings them some well deserved justice.
By june.. Posted July 5 2009 at 10:09 PM.
How many more innocent children will go through this type of ordeal before someone in authority takes this seriously ie the Judges of our of Country.
It's a dreadful and sorry state of affairs.
There should be a system put in place with regard to how Judges perform and protect the innocent victims of crime according to the law of the land, after all aren't they supposed to protect the law abiding population?
The elected home secretary should have the power to remove a JP from office if he or she has failed to do their duty for the greater good.

Well what you say the justice system has gone to pot. I cant believe this person has been left to live so close to the family after all he has done . I cant understand why he had been let off so easily. He has previous so how far do he have to go till something is done , who else has to suffer. Well i think he should be locked up. I am just one voice but there is enough people out there who can also speak up. Please remember his face and show it to people , dont let him get chance to destroy another childhood.
By louise & rob eland.. Posted July 5 2009 at 9:13 PM.
The law is an ass! Yet again an example of the law protecting the criminal, forgot the victim though!!!!
When someone breaks the law of the land they should not expect the protection of the same law!
Short of capital punishment, these preverts should be "BRANDED", then everyone will know the danger that they people pose to normal law abiding people.
He should not be allow to sulk off to pastures new to start his perverted ways again. How many more children need to suffer????????????
By Stephen.. Posted July 5 2009 at 9:04 PM.
I am absolutely disgusted with the justice system it is awful how could the judge ever let him off with this. what is the world coming to. No one can feel safe where they live anymore because you dont know who is genuine and who are just total weirdos
the justice sysyem is terrible its all for the pervs not the kids-why why why.
I just hope that the judge can live with the fact that he has let a dangerous man on the loose.
By Ashley.. Posted July 5 2009 at 8:56 PM.
This is just another instance were the British Justice system in this country stinks..It is always protective of the paedophiles how to protect them..What about the victims in this how have they been protected..The police the Judge and the system have let this family down..Thumbs up to the News of the world in exposing this man hope he never gets any peace..
By Cathy Evans.. Posted July 5 2009 at 8:58 PM.
Our justice system needs a complete overhaul if this is the sort of decisions that are being made. The law seems to protect the criminals and the victims are the ones that are made to suffer! We need to protect all children from these paedophiles. This is just one case that we are aware of, how many more paedophiles are there out there that are doing exactly the same and being allowed to continue committing these despicable crimes because the justice system will not punish them for the crime committed!
By chris.. Posted July 5 2009 at 8:50 PM.

YET ANOTHER CASE OF BRITISH JUSTICE FAILING THE INNOCENT IN FAVOUR OF THE GUILTY
By R LAYFIELD.. Posted July 5 2009 at 8:35 PM.
As people that respect the law in this country, we never thought we would have to live in an area that could contain such a person. To find out certain neighbours could offer him support was most upsetting. Thank you News of the World for at least offering us some hope that justice can prevail.
By BB.. Posted July 5 2009 at 8:35 PM.
I think it is disgusting to think that a paedophile has been allowed to live so close to his victim that he can see inside her bedroom window! I can only imagine the trauma that she and her family must have been for her. Wheres the justice in this sick world?
By Laura Ashcroft.. Posted July 5 2009 at 8:01 PM.
If this sex offender has been to prison for the same offence in 2003 why has the judge given a suspended sentence this time for a repeated offence?
Also if the police raid found he was in posession of child porn why is he offered a plea bargain? Smells like a bungled police investigation to me!
By Mick Gosling.. Posted July 5 2009 at 7:21 PM.
the law is terrible letting him stay so close to his victim and the person that let him stay on the estate must be off their head knowing what he had done. unless this person agrees with what he has done what other reason would you put up a man like that!
By D.. Posted July 5 2009 at 7:08 PM.

This part is crazy- If a child goes into a shop several time during one week, and steals 19 bars of chocolate, and then at the weekend steals a large box of chocolates, then the court tells that child after his/her arrest, well if you admit the one charge regarding the large box, we will get you off with the other 19 charges, what message is that teaching ? This animal should have been charged with every offence his is guilty of. He should never have been set free, In a way it is if he has been rewarded. Sick or what !!

The Government bends over backwards to invite criminals from all over the World to the UK. The self interested lawyers in the justice system couldn't cope even if they wanted to which clearly they don't.
Like MPs they just take your money and give nothing in return.
The police don't care either. People can be murdered, raped, robbed. They are not even interested. They just want to get their pensions and retire abroad. They spend all their time on Government targets set by fools who don't live in the real World.

Where is Britsih Justice!!! Justice for paedophiles more like !!!
How disgusting is this, even with Jack Straw's letter the judge allowed this pervert to return to terrorise his young victim and her family.
Who is being punished and who is protected?
America would not allow this to happen, this guy already has convictions and now he has been allowed to basically walk free.
What happened to 'Every Child Matters' maybe the judge needs to read up on his Acts and policies !!!
By Wendy.. Posted July 5 2009 at 5:07 PM.
What happened to 'Every Child Matters' when a pervert is allowed to walk free and carry on leading a normal life, whilst a child victim has to then carry on suffering. What has happened to British Justice? No wonder our children are not safe !!!
By Wendy Holliday.. Posted July 5 2009 at 4:59 PM.
There's something seriously wrong with this country!!! How could they even contemplate allowing this man to move back to his house which overlooks his victim's. The judge needs to put himself in this families shoes - would he like it if he knew that a known pervert was living across the road from him - looking into his daughter's bedroom window - it beggars belief.
At least his face has been well publicised and let's hope he gets little peace wherever he is living now!

it's said that a paedophile can harm on average 300 children in their lives!! 300!!!! and when you see things like this it's easy to see why when our justice system takes the easy road and is all for the offender. sexual abuse ruins lives but this is not even considered by these lawyers and judges. wonder how they'd feel if it was their kids and a judge gave the offender a telling off and let him walk free. they should all be ashamed of themselves for enabling people to continue ruining childrens lives
By joanne.. Posted July 5 2009 at 12:45 PM.
Maybe the news of the world want to come round my house & see what a cracking view the paedophile that lives 2 doors from me has & then have a word with my neighbours who can't let their kids out to play & then with the young girls that go mad at the thought of their mother putting their underwear on the washing line to dry, Sara Payne you can come to because this ONE person is ruining the lives of these young children & their families & the police can do nothing to protect them because they're too busy protecting HIM. I doubt very much that this will go on the page as many others that I have posted & have never been shown but fingers crossed .
By Carol.. Posted July 5 2009 at 10:06 AM.
Why does the law allow bartering, why did he not get put down for both offences? He is after all a serial offender!! The law is a joke. I live on the same street as this paedophile, and cannot believe he was ever allowed to live here on a street with loads of families, and with a school only around the corner. Where is he now?? Is he still allowed to live where he likes, befriend families and try to do it again!!! Where is the deterrent...he should be locked away so he is no risk to the public.
By vicky.. Posted July 5 2009 at 10:16 AM.
well, yet one more instance when good decent people have been so badly let down by the british justice system.what is going on with with the CPS and the judges?how are our children supposed to grow up with any respect for the law and the police when all they are concerned with is protecting the criminal and have no concern for the victims, even when the crime is as shocking and discusting as this, this filthy monster should be 'thrown to the lions' not protected, especially when the taxes that this girls parents pay go towards his protection. high five to the girl and her family for being brave enough to see it through to the end much love to them.xxx

Yet another example of how this Justice system is failing innocent victims. This pervert should have been locked in a deep dark place and the keys thrown away. I can only hope that now the News of the World as exposed this failing of justice that this Pervert will be relocated.

expose this pervert before he ruins another childs life! he has no place in our comunity.
By kristian.. Posted July 5 2009 at 11:05 AM.
How disgusting that justice has not been served. This family have been terrorised by his presence and the neighbours who stupidly supported him. I cant believe that anyone would let a CONVICTED paedophile live in their home near to lots of children and even let other children visit them when he is living there!!! Come on Jack, does your job title mean anything or is it like the lion with no teeth????

I cannot beleive the Justice System. This child was so brave to want to give evidence despite what she's been through. Why do these people manage to get away with this? If the parents had gone round and given this evil man a beating then they would be behind bars yet this man walks free!! I hope the girl and her family are strong enough to get through this but I really think that the judge needs to think about what he's done - this man will repeatedly offend until he is behind bars and I hope the judge can live with this on his conscience.

Its about time these perves are dealt with properly ie capital punishment as the numbers are on the rise rapidly also this would free up space in jails!!

Well, well, well the justice system just gave him the green light to go ahead and do it again... And right back on his own doorstep to minipulate the victim and her family. Something needs to be done to protect our children. Keep these sick, discusting pieces of filth locked away from our homes, schools and communitys. But yet again its money and no where to put the evil mosters. Would the judges final decision and outcome have been different if Robinson was one of his neighbours!!
By d. ashton.. Posted July 5 2009 at 8:03 AM.
I just cannot get my head around this- where is this mans punishment for what he has done?
And would the outcome have been different if he was a neighbour of the judge, with the judges daughter put at risk and living under this fear ?
I wonder---.

this is disgusting
he should be locked up:@
hasnt he caused enough misery for that child????
british justice system?? it makes me sick
By stuart wilkinson.. Posted July 5 2009 at 1:36 AM.
if the judges could tell me why they let them off and it be a decent reason then i would understand but i just don't understand why they do it to be honest :S
It makes you think though that if they had children would it be different..or if they have children now?! If they do have children, that's even worse but if they don't it is showing they dont give one about protecting our children, they just want to make more money! It's ridiculous! Where is the justice in this world?!!!! :S :@
I feel soo sorry for that poor child, if I was that girl i just wouldn't want to step one foot out the house at all, I probably wouldn't even want to look out of my window in case i saw him. If i did see him i would probably cry and i dont blame the family for writing to Jack Straw and the fact that all the charges against him have been dropped is disgusting and sickening. Even looking at him makes me feel sick and how someone could do that its just wrong and inhuman.
Like America, we should have a special hospital/place where all paedophiles and perverts go and are all locked away together and are not allowed out in society.
Something seriously needs to be done about all this because if i have children i'm going to be scared of taking them out or letting them out if there are people like this just being let back out into society, its disgusting!!!

Its a disgrace, the system is all for the offender and nothing for the victim. The justice system used to be something to be proud of, not any more, its to be ashamed of.

Typical of the british justice system - another reason for the residents of this deteriorating nation to be alarmed - how do these judges sleep at night? good on the news of the world for naming this animal. This is a man that went to jail ten years ago for a lesser charge! its all about the money these days unfortunately. Which is more than likely spent on protecting this beast of a human being and others alike. I wonder how long before you get a slap on the wrist for murder.
By Tony.. Posted July 5 2009 at 12:44 AM.
unbelievable! stuck for words! the british justice system seems to protect these perverts and not our children! something needs to be done!
By lindagosling.. Posted July 5 2009 at 12:37 AM.
This is just another instance of how the justice system fails. To allow a convicted paedophile to even live near children is horrific and this takes it even further. This would never be allowed in the States. We need harsher sentences for paedophiles and the justice system to do their jobs properly. The prisons are full and there is nowhere to put all these perverts so they are let out into society to terrorise our children and it has to stop. We need to campaign for harsher sentences and stronger monitoring of paedophiles when they are in society.
