The 79-year-old villain, who's had a series of strokes, needs to be tube-fed and communicates through gestures or by using a child's alphabet toy.
His five-page parole report, obtained exclusively by the News of the World, says Biggs has also been dogged by depression, chest infections, gastric ulcers and eye trouble. Yet despite his frailty officials say he does NOT regret being a criminal and would possibly reoffend if he still could.
The report recommends his release, after which he is expected to live in a home in North London, costing taxpayers £30,000 a year.
Biggs got 30 years for a £2.6million mail train robbery in 1963. He escaped and fled to Brazil but returned to Britain voluntarily in 2001.

He is a criminal. He hurt people, stole and lived the high life. He deserves to remain in prison - especially if he shows no remorse for his actions. He is neither a hero or a legend.
He and all criminal types deserved to be punished and indicate to those who are thinking of such a route in life, that it is not worth it.
