I AM appalled and angered by this week's revelations.

Appalled because at all times people should expect the highest standards from people in public life.

Angered because I was brought up to believe you did the right thing - and that trust, integrity and honesty are the most precious assets of all.

And for all those striving hard in these difficult times to do the best for their families, working long hours to give a better life for their children and to improve our public services and communities I apologise - on behalf of all parties - that the political system has let you and the public down.

I want to assure every citizen of my commitment to a complete clean-up of the system. Wherever and whenever immediate disciplinary action is required I will take it.

Scrutiny

The bottom line is that any MP who is found to have defied the rules will not be serving in my government.

The action must be swift and comprehensive. On the whole politicians do work hard for people but MPs who have abused the expenses system will have to make reparations for the past. I have called for independent scrutiny for every claim made over the last four years and an independent means of deciding how much should be paid back.

Westminster cannot operate like a gentleman's club where MPs or parties alone decide themselves whether your money should be paid back.

It is absolutely right that each MP will need to justify to the public, not just the authorities or their party, the money they have spent on allowances.

Transparency to the public is the foundation of properly policing this system.

I am under no illusions that repayment will not necessarily be sufficient sanction. Unacceptable behaviour will be investigated and disciplined. I do not rule out any sanction.

But for the future we need even more fundamental change. Already I have asked Parliament to ensure - and MPs have agreed - that outer London MPs cannot claim a second home allowance.

MPs should not themselves come up with the future system that should govern their allowances. Therefore we are agreed that the Committee of Standards in Public Life should come forward with much needed reforms.

It is clear that the revelations of the past week will have a lasting impact on our politics.

As well as righting wrongs and cleaning up the system, there is now a clear need to go much further, as we start the process of rebuilding trust in our political system.

We must all now come together to make that happen.

Has any Prime Minister being elected - You elect your local MP who forms a group (ie political party) who then elects the prime minister.
If by these standards John Major wasn't elected all parties are guilty.
You people ruin society all blame and moan and dont offer any answer - atleast most other outraged citizens are talking about how to reform other than calling for parliment to be disolved. That does not solve the problem only delays it and shifts the power.

Just my small response to some of the opinions above.

Gideon, the Queen cannot just dissolve Parliament. To do so would breach the most fundamental of the conventions governing our constitution. However badly Brown may be doing, he is certainly more qualified to look after the country until the next election than Her Majesty.

Steve Tea, whilst it is true that many MPs employ relatives, this has the advantages of ensuring loyal assistants, who will commonly work longer hours than they are strictly contracted to work.

Furthermore, many of the above comments say that Brown is unelected or has no mandate. Remember please that he was elected as an MP, and Blair's government was reelected in 2005. The electorate knew at that time that Brown was likely to take over as PM before the next election. His poor performance has undermined this however.

Gordon Brown seems to be unfairly blamed there has been bad apples on all the main parties, and Brown is the only leader to suspend anyone, the other parties have taken no disciplinary action against anyone. If that is not leadership then what is!!

I feel the currnet situation demands not immediate
elections but THE QUEEN should dissolve the parliament and take all the control uptil better
and honest officers are elected to the parliament.

All I will say is that it is just too late to apologise, Mr Brown has failed to show strong enough leadership on this matter. MPs have been milking this ridiculous system for too long. Now that they have been caught red handed and many still claim they are doing nothing wrong, well if that's the case why are so many paying back the money? If I was falsely receiving too much through benefits system, would I be allowed to blame the system without being locked up for it?! The police need to be involved to judge whether this is criminal, why should it be any different for MPs?
On the issue of EU elections, I am petrified at the thought of people voting for extremist parties such as BNP. Labour has disillusioned voters and not fixing the problems they have created fast enough, which is how the BNP and such parties can capitalise. It is such a sorry mess, but I fear trust between MPs and their constituents will never be the same. They need to understand just how angry we are...maybe they will realise in a few weeks time.

"with in the rules".....it's the rules that are wrong....all the MP's who claimed these expense allowances for cleaning swimming pools, dog food, biscuits, morgage payments, book cases, TV's, furniture, 2nd homes, these and many, many absurb allowances are not expenses, they are living expenses and we all have to pay for them....they took advantage of the crazy rules to line there own pokets.....so what happens when the MP's sel there second home, do they pay the profits back into the public purse, no they don't, they should do, their all in it for what they can get out of it for themselves, Mr Brown call an election now, we need a big change and we need it now.......

I'm also voting UKIP. We've given all the other parties TOO MANY CHANCES. We ALL need to vote UKIP. We need a fundamental change in direction. Farrage for what its worth makes you want to believe in Britain again, and the European youtube clips show they really fight for our way. So lets give them the support they deserve. It is certainly time for a simple set of politics, and a no nonsense approach.

Scrutiny should not stop at expenses - nepotism is just as corrupt. Many MPs employ relatives (within the 'rules') but how many of them are actually performing real work and how many are properly qualified to carry out the work they're alleged to be doing?

What does the Home Secretary's husband actually do to earn his £40,000 p.a? He appears to be researching the porn industry.

Can a 10th stream, barely literate Comprehensive pupil carry out the duties of a Parliamentary researcher?

Dissolve Parliament and hope neither of the big parties will get majorities in the House at the next election. The rot is very deep. Should we not also be looking at those who actually passed the expenses to see who runs them.

There are loads of hotels in London and not necessarily 4 or 5 star, those who live more than 90 mins drive away can stay there those who live under an hour drive home.

If you're so concerned about expenses then why, on Saturday 18th April, did you say that you 'had more important things to deal with than MPs’ expenses'?

If you're so concerned about expenses then why did we only hear from you AFTER Cameron came out and said sorry? You're supposed to be the one in charge!

You must stop treating the electorate like idiots. This is not about people working inside or outside the rules. The problem IS the rules. They stink! They are unethical, unfair and make a mockery of hard working individuals who are genuinely struggling.

Your rules say it is ok to claim over £1,000 for a tv! I don't know anyone who can afford that amount for any item in their home. Its time to get real Gordon Brown. Your m.p.s must be beyond reproach and be accountable for every single penny of tax payers money.

The sheer waste of tax payers money is what is truly scandlous Gordon Brown, when it could have been used to help those in need. This has just proved what many people feel that m.p.s are money grabbing, selfish pigs who are only interested in lining their own pockets and cannot be trusted. If you are honest and "will do all that's needed" to fix this you'll call an election tomorrow. Even the Queen is disgusted with you and your dishonest trough swilling mates.

If, as we are continuously told there is a majority of decent MP's in Parliament then it is a simple matter to propose a motion to dissolve parliament which would be backed by this honourable majority if they have any integrity, an election can be called and the will of the people prevail. We could have the promised EU Referendum at the same time.

If this doesn't happen then it is self evident that we don't have a majority of honourable MP's.
