
Astonishingly when this perk was finally stopped he had the nerve to COMPLAIN to the Leader of the House.
Embarassingly for the former Shadow Defence Minister, we uncovered his SELFISH whining yesterday just as SELFLESS hero soldier Major Phil Packer-who lost the use of both legs in a Basra rocket attack- completed the London Marathon on crutches after a gruelling 14 days to benefit Help for Heroes.
In a shocking twist on the scandal surrounding MPs' outrageous expenses claims, onetime Tory whip Gray moaned he was £60 down on the deal after buying three poppy tributes to Britain's fallen heroes to place at war memorials in his North Wiltshire constituency.
He demanded taxpayers foot the bill and was put out when he got turned down, claiming he'd always got away with it in the past.
Unabashed, the MP said: "It's necessary for me to attend three ceremonies and I have therefore to buy three wreaths at £20 each, so I am out of pocket to the tune of £60.
"In the past I have managed to get the money back. So I asked the Leader of the House about it and he put me in touch with the relevant committee which informed me that it had been a mistake for me to be reimbursed for this in the past."
But Gray wasn't going to let that stop him bleating. He then declared it was UNFAIR that the Prime Minister's office paid for wreaths laid by the Premier at London's Cenotaph when he, now a humble backbencher, had to pay for his. The row in 2004 led to an outright ban on MPs' poppy wreath claims.
Last night-as another top Tory, Shadow Scottish Secretary David Mundell, admitted claiming for a Remembrance wreath-Gray, 54, was unapologetic. But he said: "I now do four Remembrance Sunday wreaths for which I pay £30 each.
"I'm a very, very strong supporter of the armed services. One thing I am not is some kind of cheapskate-I'm a very strong supporter of the Royal British Legion and a reasonable donor." Remarkably, Gray is Chairman of the All Party Group for the Army and his own military service includes seven years in the Honourable Artillery Company, the oldest regiment of the Territorial Army.
Only last month he called for a war memorial at Camp Bastion-the Afghanistan military base-to be moved to Wootton Bassett, the Wiltshire town through which fallen soldiers are driven when they are repatriated. That would give him yet another wreath to shell out for.
It's not the first time Gray has hit the headlines. In 2006 he was in the spotlight for cheating on his wife Sarah while she was being treated for breast cancer. After 29 years' marriage he left her for married campaigner Phillipa Mayo and now lives with her on a sprawling £2 million country estate.
Gray's MP salary is £64,766 and last year he claimed a whopping £131,894 in expenses.
Yesterday, just a few streets from Parliament, he and all the other grasping MPs were put to shame by Marathon hero Phil Packer, who raised £630,000 of a £1 million target for Help the Heroes.
After his two-week, two- miles-a-day feat he crossed the finishing line in The Mall, confounding delighted Army doctors who said he would never walk again after being injured in February, 2008. But unlike greedy politicians, Major Phil didn't ask where he could pick up expenses for his fare home. His first thoughts were for comrades still suffering in the firing line.
As he was presented with his race medal by Olympic legend Sir Steve Redgrave, Phil said the feeling was "bittersweet" so soon after the news of four more deaths in Afghanistan.
"There are others who are coming back injured and my thoughts are really with their families," he said.
Incredibly Royal Military Police officer Phil, 36, only took his first steps a month ago. He said the response to his campaign and the crowds who gathered to meet him yesterday proved "the public sincerely care for their troops". He found it "very humbling". It was all in stark contrast to the reaction sparked by MP Gray's attempts to claw back a few quid.
Tony Philippson, whose son James died in Afghanistan, said last night: "This is a disgusting insult to the British soldier. My son died because his unit didn't have enough night vision goggles. The Treasury refused to cough up for them.
"Meanwhile here's an MP who got the taxpayer to pay for Remembrance Day wreaths he should have bought himself." Normandy veteran Peter "Rocky" Bright, 85, who lost friends and comrades during the 1944 invasion at Pegasus Bridge, raged: "It's outrageous. MPs earn good money. If I pay £20 for a wreath it's from my own pocket and done with a good heart."
Shaun Rusling of the National Gulf Veterans and Families Association said: "This shows utter contempt for servicemen who have made the ultimate sacrifice for their country. Nothing surprises me about our politicians any more."

COMMONS chiefs have set up a Samaritans-style emergency hotline for panicking MPs who fear their expenses greed is about to be exposed.
Senior officials are manning the phones-at taxpayers' expense, naturally-over the weekend as politicians brace themselves for fresh revelations.
MPs will be able to go through their dubious claims line by line then PAY BACK cash in a last-ditch attempt to limit the damage.
In a letter sent out to all members on Friday, the Clerk of the House and Chief Executive Malcolm Jack wrote: "Recognising individual concerns an inquiry line has been set up which will be open on Saturday 9th and Sunday 10th May.
"A senior member of staff will be on hand to assist members."
In a further sign of the terror gripping Westminster, Mr Jack told MPs they must use a special secret system to identify themselves.
Whichever of their homes they are in today, MPs will be quaking. Whips are said to have several members on "suicide watch".
At least two Labour backbenchers are thought to have had extra-marital affairs with other MPs which are about to be exposed.
They are believed to have shared hotel rooms during annual party conferences and awaydays then double-claimed for the accommodation on expenses.
If both HAVE claimed they will be exposed as fraudsters as well as love cheats.
And Labour are reportedly keeping an eye on yet another backbencher said to have made "grotesque claims".

LIB DEM campaign guru Lord Chris Rennard has pocketed £41,000 expenses on a holiday home-against House of Lords rules.

For peers to claim for second homes, their main residence has to be outside London. But we can reveal that he spends almost all his time in a house just TWO MILES from Westminster.
Lord Rennard-said to earn £90,000 a year as his party's Chief Executive-claimed the £41,678 cash over six years from 2001/02.
House of Lords rules state peers can only claim overnight subsistence allowance-their version of the MPs' second home allowance- if they live most of the time outside Greater London.
But Lord Rennard's neighbours in Eastbourne, Sussex, say he seldom visits the £230,000 flat he acquired in 2007 after selling a pad in Wokingham, Berks.
One said: "We only see him a few times a year. We call him the Holiday Home Man."
A former advisor to the Lib Dems revealed: "His colleagues know he lives in Vauxhall - and has to, to do his job."
The lord has had the home since 1998. Wife Ann lives there too. He has held lavish parties there for colleagues-some of them when the Lords were in recess.
The News of the World has also discovered the lord puts his London address on signed greetings cards, is involved in the local residents' association and is a member of the local Lib Dem party.Last night Lord Rennard insisted: "At every stage I have confirmed the propriety of my claims with the House authorities."
PARLIAMENT'S expenses watchdog has washed its hands of greedy MPs.

Panicked members lined up to blame the Fees Office for letting their eye-watering claims through after Harriet Harman, Leader of the Commons, wrongly claimed it was responsible for policing expenses.
But its boss Andrew Walker revealed it is NOT their responsibility, saying MPs are to blame for their own abuses. In a letter obtained by the News of the World, Mr Walker wrote: "Members themselves are responsible for ensuring that their use of allowances is above reproach."
The revelation will shame ministers who have tried to wriggle out of their responsibility by blaming the Fees Office.
Its staff are seething at their treatment, pointing to bullying letters written by MPs demanding cash.

Why don't they move the army accomodation from Catterick which our poor squaddies have to live in to central London, all the MPs will have a room each and there will be no more profitting from us poor tax payers.
Never mind targetting benefit fraud, why not target fraud and corruption in the palace of Westminster.
They should dissolve parliament and do away with parties, give us all independents who will represent us rather than just doing what their crony leaders are telling them to do.

Without them:- The countrys economy would be a shambles .The National Debt would be frightening. The public sector would be a black hole down which taxpayers money would disappear without any apparent benefit. Our servicemen would be ill equipped to fight. Our OAPs would be living in poverty. Our jails would be overflowing to such an extent that wed have to let dangerous criminals out
That they consort with Bankers and share the view that together they are Masters of the Universe is totally understandable. We must learn to forgive them when they fail in such small ways to live up to their own delusions. After all its not their fault if somebody else got it wrong. Those of us who are busy building guillotines and gallows simply are too stupid to understand what a complete mess the country would be in without them.

So MPs have been exposed for usurping the system that they created for themselves to make life easier for serving us the people of Great Britain and Northern Ireland.
Excuses now proffered by all parties are too little and too late. They will not repeat those mistakes again because they have been exposed. Let's build a new system of Politics from the rubble of this war on the expenses game. What made this Country Great was ambition and coherent vision and it is to these sentiments that we the Tax Payer, electorate and employer of these members of parliament must pursue. Why in such a small country do we have so many MP's? Why have they been allowed to manipulate the system? Let's replace the current system and number of MPs by embarking on fewer numbers and a more accountable and open system and not by spending more of our Tax money by establishing quangos:
1. Select MPs for regions e.g. Havering, Hackney, Waltham Forest, City of Manchester etc.
2. Employ more staff to successfully manage this- from the British people not from family or "Old boy Network". This would ensure a surge in the electoral turnout figures.
2. Abolish expenses for homes and enter in to corporate deals with Westminster hotels for MPs to stay in overnight- sharing rooms with colleagues not family/hangers on.
This in turn, would enthuse the employer, us the Tax Payers and electorate and set this country on embarking on a new future for the Greater Good of Great Britain and Northern Ireland.

Why the government bother to look for a new MP expenses system while civil servants don't get such allowances. Civil servants are simply employed on the salary advertised and most of them are doing a good job for the public. One point to bear in mind that if a civil servant does not like the pay, he could quit the job and look for another one, the same as our 'honourable' MPs. At the same time, self employed cannot claim full sum of expenses as allowable deduction, if the business is based at home. Whenever, an MP was asked about his / her claim, the answer normally was "I did nothing wrong, I claim my expenses according to the rule". The issue is who wrote the rule? If the public is so angry about the expenses claims yet they are within the rule, so it must be something very wrong with the rule. Personally, I think government should acquire property and assign to MPs, if required. The property remain the property of the HM government when the MP was out of office and can be assigned to another MP, upon application.
The present situation reminds me of a quotation of my favourable book : all animals are equal but some are more equal.
I also cannot understand how the government have the gut to ask the police to investigate the leak of the claim details, I think the police should start investigating the duplicate claims and the same property is claimed as second home in the House while in HM Revenue is the main home.

I wonder what my employer would say if I expected him to pay for all my expenses on my house ? And pay for a second home so I don't have to commute?? These MP's are very well paid - and they just take more and more. They have guaranteed pensions, claim for everything under the sun. It's not a party political issue - They are all greedy. The best thing at teh next election would be to have all sitting MP's removed, whatever party, and replaced by "real" people

At the next General Election, June 2010 at the latest, every sitting MP should disclose with their election leaflets, propaganda etc. a list of all expenses claimed for during the current Parliament so that the electorate can assess their integrity and worthiness for re-election.
Methinks that many will opt for retirement on a pension that is the most generous in the Western World.
They have the audacity to criticise Fred Goodwin who after all only acted "within the rules".

The answer is simple - Swedish MPs have to post their monthly expenses on internet. These are rigorously scrutinised by both the public and journalists.
Why should MPs object? Isn't it them who always say 'If you've got nothing to hide, you've got nothing to be afraid of'?
There must be a few hundred honest, hard-working people out there who could put themselves forward for election. There's never been a better time and there's never been more need of such people. Somebody PLEASE create the 'Decent Party' before the next election.

I think that all MP's who cannot morally justify their expenses should be deselected now and be replaced by new candidates, in time for next years election. It is no good just changing the rules and letting some of these piggies enjoy a different trough!! It is mainly Labour and Tory MP's who appear to try it on, so why do we put up with our seesaw electoral system. These are other candidates to choose from !

This is an utter disgrace.How dare they think they have the right to fleece us and then claim it is with in the rules.All monies which have been claimed should and must be paid back unless it can be proved it was essential to the job they do,and I dont mean trivial claims such as bath plugs!!

Why not send the expenses for a random number of MPs to an outside agency to be audited and if the claims are false the state should reclaim the total amount with interest and apply this formula to all MPs for the toal term they have served.

My husband was laid off 1st May, I received the devestating news that I too may be laid off 8th May. We have paid our taxes and NI, but know we will get no help from anyone. I now have to stomach stories of those in power using MY money to pay for nappies, timber cladding....(you are all aware). None of these expenses are relevant to any MPs job. They took the job knowing they will spend time away from home - I say they should make provision themselves. I could charge on expenses with my job, yes I needed food, so would go to Boots or M&S and get a meal deal, NOT charge a lavish £50 a head meal on myself. Eating a sandwich and having a drink had the same effect on my abilities to do my job than a meal at the Savoy.
We have local elections soon, I say vote with your feet and go for an independant party.
I had trouble with anti social kids, I wrote email after email to our (then) labour council and never even received a reply. When the Independants got in I sent an email, within an hour they had got back to me and sent me further information. The big three parties have become complacent with their position so I am now going to vote Independant and give these lower marketed parties the chance to prove themselves, they work so hard to get the position they will be eager to please. By the way the anti social behaviour has ceased thanks to changes implemented by our new council

Our leading politicians, to whom we are entitled to look for behavioural guidance, have failed to make the distinction between what is legal and what it right. Finding a loophole to do something does not make what is wrong, right. The very act of looking for a loophole is evidence of intent to act amorally. It is no use saying that no rules have been broken, and therefore the behaviour is OK. Those not acting in the spirit of the law, or not capable of making the distinction between right and wrong, have no place in our society, and certainly not as our leaders or representatives in any government.

Hmmm, I work 90 hour weeks, earn a fair amount, my tax bill this year was 21K, which I paid honourably, I also live within my means, we as a family receive 10 pounds a month family credit, wherease a friend of a friend gets 250 pounds a month, same amount of children, I also pay CSA 463.00 pounds per month for the last 15-1/2 years, never missed a payment, I think I am toooo honest by half, maybe I should run for MP in next election!!!!!!

Question is what is going to be done about it? We moan and groan but that's as far as it goes. They watch us lose our houses, struggle to get by day to day paying bills that they probably don't pay themselves and live like kings and queens. We go on about corruption in other countries when we have it on our own doorsteps. What else has been hidden over the years.

This has all been revealed because of the FREEDOM OF INFORMATION ACT and the questions raised by NORMAN BAKER ,LIB DEM MP FOR LEWES.
Amazingly,guilty MP's did all they could to EXEMPT MP's from the Freedom of Information Act.
The News of the World need to publish the full list of the MP'S who voted for the failed exemption and circulate the details to the voters in their constituencies so that they can be booted out at the next election.
Conversely,those MP's who accepted that they should be treated in the same manner as us ordinary citizens should have their details circulated to their constituencies so that we can re elect them on the basis of their honesty.
Most employees ,at some time or another ,will have a need to be reimbursed expenses ,even for petty cash...If you fiddle you are out,simple as that and if it only the electorate that can remove dishonest MP's then so be it so start publishing the lists and let US mere voters deliver the final verdict.

Some of the current MP's and Peers have let us down badly.

Unfortunately we've become a "we can get" rather than a "we can do" society, until that mentality changes we'll continue heading southwards.
The money grabbing politicians and bankers are just the tip of the iceberg. Thanks to the shining example set by this richer quartile, the income for no effort mentality now runs deep throughout our culture, from politicians to drug dealers, property 'developers', welfare scroungers and beyond too many people see a non-earned income as a divine right.
Even with the best will in the world things will not change in the lifetime of a parliament, it'll take a generation or two to get back to a sustainable economy and break from the self-enfranchisement that paralyses growth and self-development.

the excuse that they behaved within the rules is getting very tired, they sqaunder tax payers money while our armed services are poorly equipped, poorly housed and if injured recieve paltry amounts of money, shame on them, and I hope those mps who behave above the board call for those who havent to pay back the money or resign, I am sick to the stomach about the abuse of public funds that they seem to think they are entitled to on top of a very generous salary in a time of recession.
