Harrow Council . failure to maintain yellow chevrons on kerbs leading to parking violations surely cannot be upheld as an offence
They can be pedantic as to observing badge/ parking payment on dashboard ,yet fail to repaint worn out enforcement signs. Are they allowed to issue a parking ticket if still wearing their motorcycle helmet.?

Apart from parking tickets issues, Lambeth Legal Services are also involved in some irregularities such as formulating allegations against employees and forging documents. This practices has being on for sometime now and no one has every addressed this issue. I was informed by a friend who had issues with the Council of the tactics used a defence and where forged documents were sent to a Claimant in error and this was followed by threats and further allegations. I believe something should be done able this issue as the discrimination and unfairness is getting out of order.

the city of london corporation ceo are doing the same the way the suspension of the bay is done always comfused the driver ,i spoke to a number of ceo and they all said vinci park services want to extend it contract so the ticket has to be issued by all mean .news of the world should investigate the city of london parking services

I WORK AS A SUPERVISOR FOR NCP AND ALTHOUGH THE HIGHER MANAGMENT AT NCP ARE TOTALY DRIVEN BY PROFIT I WOULD PROCESS ANY CEO FOR FRADULANT TICKETS TO THE MANAGER FOR THE SACK. I DO NOT AGREE THAT TICKETS ARE JUST GIVEN OUT ADHOCK.IF YOU PARK ILLIGALLY AND ARE CAUGHT STOP MOANING YOU HAVE PROBABLY DONE IT 20 TIMES BEFORE. I was stung by exactly the same scam by Labour Controlled Lambeth Council whose had contracted out their attendant duties to Control Plus but now use NCP.
Control Plus wardens did me in South Island Place on a saturday where there are no restrictions excet for a narrow park of the street at the other end by clapham road, I was parked bear Brixton Road and remarkably trotted 50 yards down the road to the clapham road end for a sign that had restrictions on a saturday, and photographed it and cracked on with the PCN.

the inevitable followed my appeal was ignored, i got a final notice to pay and a doubling of my find and no right to appeal - then i complained and lambeth parking 'investigators' looked into the matter and said they had frozen the PCN, yet i continued to get threatening demands and out of curousity i phoned up the paymnet line to find out if it was in fact frozen or if it was open for enforcement - yes you guessed it - the records showed that I owed money and should pay and i was advised over the phone that they would get bailiffs if I did not pay - I also got the same advice by email also when I enquired.

I went all the way to stage 3 complaints and they cancelled the PCn and said it was an administrative error.
I complained to the Local Governmnet ombudsman who have an entire section dealing with complaints form Lambeth council but unfortunately they found nothing whatsoever wrong with the practice you have reported on

From my experience of working as a traffic warden in the same borough, i would like to reinforce that the company itself has become very pressurising for the employees therefore such actions are taking place. Although this is not an excuse for any employee but such pressure in a workplace does have an impact on our working lives.

Furthermore, the policy of being able to work additional hours in our workplace has been extremely difficult due to the fact of employers creating rules dependent upon the number of tickets an employee issues.

I hope the above explains that working under such pressure can result in the problem observed in this video.

this is totally outragous behaviour from westminister council. Both of these members of staff should be sacked. If the highway code states there neads to be a time plate displying the restrictions, why have these staff mwembers walked 30 - 40 metres away.

I understand they have been removed from there duties, I say kick them out.

I have a complaint currently against the London Borough of Southwark. I photographed Parking enforcement officers alseep in a marked car on a single yellow line. The PEO's made up some **** and bull story that I was racially abusive. There are clearly too many dishonest people like these doing these jobs.

Its a same they don`t issue tickets to the many illegally parked minicabs in central london every evening...


They park in 24 hour bus lanes and also on the pavement on high holborn /Museum st and CEO (wardens ) just walk past with out issuing a ticket.

But they are more than happy to fabricate a situation to charge legally parked vehicles.

Wardens/parking attendants/CEO have to issue a minimum number of tickets to ensure they are 'doing their job'.If they issue another set number they qualify for overtime.
In 2008 the Scum at Westminster issued me with three PCNs.All where challenged,all cancelled.
Westminster is the richest council area in the UK with the lowest council tax.
Make sure you don't end up subsiding the rich.

I'm a London cabby and these draconian measures are killing this once great city. I sympathise fully with the ordinary motorist because black cabs are getting done too whilst trying to do our jobs. We can't let these thieves get away with this any longer. The Taxi trade is in the process of organising a mass demonstration to protest against this amongst other things. Sadly our only realistic weapon is to block the streets. I apologise now on behalf of the London Taxi Trade to anyone who is caught up in this but you have to understand we have no choice!

Well done NOTW for this story. Why don't you do a special investigation into the councils policy makers and owners of the parking ticket business? This sort of stuff will sell you more papers! Its an absolute travesty what councils are getting away with. They are robbing us! How did our society get to this level?? Everyone knows what parking ticket attendants are like, and yet we allow it to go on??? Please do something good for once NOTW!!

Looks like NCP are not to be trusted. A friend parked in one of their carparks recently that has a flat rate for overnight parking. He was listening to the 7pm news on the radio while driving to the carpark, but when he left the carpark he was charged the day rate as his ticket was timed at 18:58. NCP said there was nothing wrong with the clocks in their ticket machines.

If I intentionally overcharged a customer or charged for work I had not done I would be prosecuted for fraud. Why are these companies and individuals not being prosecuted?

I have also had a ticket where there was no sign. The CEO photographed another part of the street. I did appeal, but Westminster said that they can issue the tickets....ended up paying the full £80.

Does this mean I can have a refund?

Westminster City Council has started charging motorbikes and scooters to park in motorcycle bays for a 6 month trial, even though bikes take up much less space than cars and are being encouraged elsewhere. Westminster promised to provide railings so riders can lock their bikes to something (it's very common for thieves to lift bikes into the back of a van), but they have still not kept their promise even though they have already made £2 million in 5 months from motorcycle bay parking alone! Legally they must inform people how to object to the sceme, however, they put notices up for a couple of weeks and then removed them all. They have only just put a page on their website telling people how to object... 5 MONTHS INTO THE 6 MONTH TRIAL. Trying to get them to respond to your parking queries is an absolute nightmare. Westminster Council is sneaky and untrustworthy. All they want to do is make money! Now we know why they are one of the richest boroughs.

If this happened to me, I would complain to the police that Westminster and/or its contractor, were trying to obtain a pecuniary advantage by deception. This is an offence under the Theft Act. Mr Segal does valiant work in detecting these illegal acts by organisations who are quick to jump on the general public..

I deliver beer for a well known company in London. Last year Westminster Council fined my employer over £400,000 in parking fines. The traffic wardens follow us on their scooters to each delivery and issue us with a ticket. I have even caught a warden in my cab looking at my delivery notes to see where i am going to be delivering!

I heard that traffic wardens, or Civil Enforcement Officers (CEOs) as they are now officially know as, don't get incentives any more, instead the ones that hand out tickets are offered overtime, which is what they all want.

Well done News of the World for catching these dodgy parking attendants in the act. I'm sure there are loads more out there though!

day my baby was born at St Mary's Paddington in London, I came out to my car to find a warden standing by my car. By my watch I was there almost dead on time (maybe 30 secs over).

He stood there tapping away in his little keyboard - and then said to me 'there's another way we can do this'. Long story short I gave him a fiver and he let me drive off. I know I'm just as wrong but he was a slimy individual.

Several months there was a story (in NOTW I think) about a woman driver being told she could be let off a ticket for sexual favours - exact same spot.

These little Hitlers need to be stopped and sacked - good work NOTW

I was ticketed as the warden said that he could not read my ticket as it had been placed wrongly on the dashboard.

Trouble was, he had included the ticket number on the fine sheet!

I wrote and asked if he had had super powers and told them that I'd see them in court.

Then they had a second go at it and said the fine had been for for 'overstaying'. the bailiffs would call if I didn't pay up etc etc.
Fortunately I had retained the ticket to prove that I had not overstayed.

Eventually I sent a leter to the company's MD by registered post and only then did they back off with the threats. He eventually apologised but are very nasty people in my experience.


I'm not surprised at all they are now faking the photographs.

did you not see the doucumentary about them several years ago from ex trafic wardens, telling us about incentives for how many tickets they issued. they said that they could win prizes for the most tickets , holidays cars ect. One guy told us that he used to get a free breakfast, lunch if the owner of the cafe could park his car outside his cafe. Also a traffic warden used to get up early and go and put tickets on cars. where punters used to leave their cars because thay had been drinking on the night before so he new each time he would go and put tickets on these cars in the streets a few minites before they were parked ilegaleley and would go home and put his feet up while is peers would still be out there
