More than 90 were injured in the attack which targeted NATO's headquarters in the city.
A suicide bomber driving a land cruiser tricked his way past three checkpoints before detonating the device at around 8.30am local time.
The heavily-fortified area houses the Presidential Palace as well as several embassies including the UK's.
The Taliban claimed responsibility for the attack. They have vowed to disrupt Thursday's election but President Hamid Karzai insisted Afghans would defy the bombers.
"The enemies of Afghanistan try to create fear among people in this election period but people still realise the importance of going to ballot boxes to cast their votes," he said.
A spokesman for the Foreign Office said: "British Embassy staff are all accounted for and unharmed. The people of Afghanistan are resilient and will not be swayed."

This area should have been better protected by nato,where was the holding area for vehicle's coming in to check them out which should be well away from the main area?Expect more of this to the run up too the elections.
